RFP - Phase III Environmental Assessment The Town of East Hartford, is seeking proposals from a firm employing Licensed Environmental Professionals to conduct a Phase III Environmental Site Assessment at 164 School Street in East Hartford, the home of United Steel. The property is privately owned by Corneau Limited Partnership. The assessment is being funded through grant funding from the State of Connecticut's Department of Economic and Community Development. United Steel is a steel fabrication and manufacturing company based at this 21-acre property. They acquired the location in 1995 following a foreclosure sale of the former Republic Steel facility. Their fabricated steel components are used in the construction of buildings and other structures. The Town of East Hartford is requesting this Phase III ESA in order to allow United Steel to expand their commercial operations and bring more of the property into productive use without uncertainty due to the potential presence of environmental contamination. United Steel plans a second shift in order to meet revenue goals, with a need to develop much of the property's unused land to accommodate additional steel on site. A January 2022 Phase I ESA identified 37 areas of concern. A subsequent Phase II ESA identified releases of petroleum, chemicals, and/or metals at 18 of the investigated areas. A Phase III ESA will create a sufficient level of data to prepare a Remedial Action Plan that will define an approach towards achieving formal compliance with Connecticut's environmental laws and regulations. SCOPE OF SERVICES The work will be funded under municipal brownfields grants awarded by the Connecticut Department of Economic and Community Development (DECD). The overall objective of this project is to evaluate the environmental condition of the property. All questions and Requests for Information regarding this RFP are to be directed to Michelle Enman, Purchasing Agent via email at menman@easthartfordct.gov. These requests will be accepted through the close of business on Tuesday, February 25. Responses will come in the form of a bid addendum, expected to be issued by the close of business on Friday, February 28. The right is reserved to reject any or all bids when such action is deemed to be in the best interest of the Town of East Hartford, Connecticut.
