Site work and paving for a mixed-use development in Lathrop, California. Completed plans call for site work for a service station / car wash facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Construction began October 15, 2025, and is expected to last approximately three weeks. This phase includes landscape demolition and underground utility work. Phase II is scheduled to begin in Spring 2026, following the fabrication and delivery of the carport structure. This final phase will complete the installation of the carport with solar panels, transformers, charging units, and all associated electrical connections. The work to be performed under this contract is generally described as, but not necessarily limited to: furnishing and installing (10) electric vehicle charging stations, high-voltage wires, transformers, inverters, a power shingle steel canopy with lighting fixture, solar panels, and storage battery system; removing and replacing landscape; trenching and placing micro surfacing; and installing new signing and striping at the parking lot. This Project includes Federal Funding, and as such requires adherence to FHWA Form 1273. In accordance with SB 854, all contractors who bid or work on Public Works projects for the City of Lathrop are subject to the following requirements: DIR Registration. Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations registered contractor pursuant to Labor Code Section 1725.5 (“DIR Registered Contractor”). A Bidder who is not a DIR Registered Contractor when submitting a proposal for Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code Section 1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
