Project Description: In general the Project consists of sandblasting, priming, and painting 400 fire hydrants. The Bid Bond and Contract Bond requirements have been waived due to the anticipated amount of the bid being less than $75,000. Note that if the bid exceeds $27,309 for reconstruction the Ohio Prevailing Wage laws will apply. Reconstruction is defined as, enlargement, alteration, repair, remodeling, renovation, or painting" that involves roads, streets, alleys, sewers, ditches and other works connected to road or bridge construction. Contract will be awarded based on lowest and best bid. Time is of the essence; Calendar days to complete the project shall not exceed (120 ) days after notice to proceed is issued in the form of a City Purchase Order. Any contract resulting from this RFQ shall be exclusively governed by the City's Terms and Conditions for Public Improvements found on the City's website through query at "Departments", "Finance", "Purchasing", "Purchase Order Terms". Bidders shall not add any conditions or qualifying statements to their bid as it may be rejected for being non-responsive. City reserves the right to reject any bid or all bids. Scope: Provide all labor, material and equipment needed to sandblast, prime and paint 400 fire hydrants. The customer will provide a list and location of the hydrants. Procedures 1. Sandblast from ground level up to top of hydrant. 2. Prime with Sherwin Williams Kem-Bond Primer 4-6 mils. 3. Topcoat with Sherwin Williams high gloss enamel Hamilton Yellow color (color code will be provided 4-6 mils 4. All hydrants will be shielded during blasting, priming and painting as necessary to avoid over spray. 5. All spent material cleaned up within reason before leaving hydrant sites. 6. Paint application will be free of excessive drips and runs. 7. Any fire hydrant found to be non-conforming shall be sand blasted and repainted at contractors' expense. 8. There shall be a foreman for the project who will communicate with Gas and Water Distribution any issues found in the field
