Compton Hill Reservoir Park Building Improvements Each bidder shall specify in their proposal in figures, a unit price or lump sum for each of those items where so-called for in the proposal. Schedule Related Liquidated Damages: $100.00 per day The Minority Business Enterprise (MBE) and the Women-Owned Business Enterprise (WBE) (together the M/WBE) participation goal for this Letting is 24% MBE participation distributed as follows: 21% African American, 2% Hispanic American, 0.5% Asian American, and 0.5% Native American plus 11% WBE participation. M/WBE participation level is based on the base bid and any alternates accepted. Eligible M/WBE firms must be certified and listed in the City of St. Louis M/WBE Directory as of the bid opening date and listed here: online On contracts with an estimated cost of $300,000 or less, a 5% bid discount will be applied to M/WBE Bidders during the evaluation process; the actual contract amount shall not be lowered. Proof of M/WBE project goal attainment shall be submitted at bid opening and documented on the Section 004310 M/WBE Utilization Plan Forms. If the Bidder fails to meet the participation goals, the Bidder must make a Good Faith Effort to meet the participation goals. Each bid must be accompanied by a Cashier's or Treasurer's Check of a Bank or Trust Company in the City of Saint Louis, payable to the Order of the City Treasurer, or a Surety Bond approved by the Comptroller, for the amount of Deposit required, as heretofore stated. If submitting a paper Bid Bond or Check, an original copy must be submitted to the Board of Public Service (Helen Bryant, Room 301 City Hall, 1200 Market Street, St. Louis, MO 63103) prior to bid opening, and a scanned copy must also be uploaded to Bid Express with the bid. All Work under this contract will be paid for in cash, based on monthly estimates of the Work completed, less a retained amount of five percent (5%). Final payment, including all retained percentages, will be made within ten (10) days after completion of all Work and final acceptance by the City. All labor to be performed under this contract shall be subject to the provisions of Sections 290.210 to 290.340, inclusive of the Revised Statutes of Missouri. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of Work of a similar character in the City of St. Louis as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher, including the general prevailing rate for legal holiday and overtime Work. The City of St. Louis hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, age, religion, sex, familial status, disability, sexual orientation, gender identity or expression, national origin, or ancestry in consideration for an Award. The Bidder must abide by Federal Executive Order 11246 as amended, requiring affirmative action and the prohibition of contractors from discriminating on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin. Contractors are also prohibited from discriminating against applicants or employees because they inquire about, discuss, or disclose their compensation or that of others, subject to certain limitations. Contractors and sub-contractors who sign a contract to work on public works project must provide a 10 - Hour Occupational and Safety and Health Administration (OSHA) construction safety program or similar program approved by the Department of Labor and Industrial Relations to be completed by their on-site employees within 60 days of beginning work on the construction project. The right of the Board of Public Service to reject any or all bids is expressly reserved. The proposed project consists of buiding a new single user restroom for staff in the maintenance building at Compton Hill Reservoir Park.
