The Vendor shall provide Stormwater Consulting Services, which meets or exceeds the specifications contained in this document. The Vendor shall assist Clay County and our municipal partners in reviewing and optimizing the stormwater management requirements to all Clay County to remain in compliance with EPA NPDES Phase II MS4 requirements while preserving the high standard of water quality, flood control and environmental protection for County residents. The County is seeking to identify qualified firm(s) with experience in stormwater management, with particular emphasis on collection of water quality sampling and analysis at the Smithville Lake region of Clay County regarding the two (2) swim beaches (Camp Branch and Little Platte) as well as, other areas to be determined. The Vendor's anticipated services shall include but are not limited to the following: General knowledge of MoDNR, Clay County, Missouri and the Corp of Engineers water quality standards. Specific knowledge of EPA Section 319, Clean Water Act, NPDES Phase II, MS4, MODNR Water Pollution Control Program regulations and APWA 5600 standards. General knowledge of Best Management Practices for Protecting Water Quality. Preparing a Project Execution Plan, Quality Plan and Safe Work Plan for field work. Transmit weekly letter reports of each sampling event or equivalent meetings with Clay County Assistant County Administrator for Public Services, or their designee. Site visits, as needed. Provide all the labor and equipment for the testing necessary for the monitoring. Provide local analytical laboratory services. Collect two (2) weekly water quality samples from each beach location for thirty-one (31) weeks located at Camp Branch and Little Platte Park areas for Recreational Season. Deliver the samples taken to the laboratory for analysis of E. Coli bacteria, as well as, other potential contaminant levels. Provide a contingency of two (2) extra sampling events at minimum if re-sampling or other need arises. The Clay County Purchasing Agent reserves the right to reject any or all bids/proposals. The method of Contractor Selection has not been Determined at this time.
