Question Deadline 02/17/2025 at 10:00 PM CT Question Cuttoff Date & Time It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Overview: The Iowa DOT is seeking competitive bids for the removal and replacement of the DOT Urbana Brine Building Maintenance Facility as per the attached drawings and specifications. Contractor to properly dispose of all materials from existing building and to maintain the safety of the site, including traffic control, during the demolition of existing building and construction of new building. Project includes installation of new underground plumbing and electrical. Estimated Project Start Date: May 25, 2025 (Start date to be coordinated with the DOT Project Manager. This is the estimated start date after all required documents are received (i.e., insurance, performance bond and vendor signed contract) Substantial Completion Date: October 15, 2025 (This includes resolution to all punch list items, inspections and DOT acceptance typically used in constructions bids). Liquidated Damages: Due to Iowa state mandated readiness for winter operations deadline of October 15, 2025, DOT must have an operational Brine building by that date. Therefore DOT is invoking Liquidated Damages. (See Attribute #12 for Liquidated Damages Requirements). Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time. Responses to questions will be communicated out to vendors. Bid Responses shall be submitted within site or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered. Warranty: Refer to specifications on the Attachment Tab for warranty requirements. This project is exempt from sales tax. Davis Beacon Wages Do Not Apply. Licenses, Permits and Inspections: As a State owned project, the State of Iowa Department of Inspections, Appeals and Licensing is the authority having jurisdiction over the project for code compliance, permitting and inspections. No other governmental entity is the authority having jurisdiction. Contractors must adhere to the requirements for Licenses, Permits and Inspections as defined on the Specifications Document on the Bid Attachment Tab. Pre-Bid Meeting: The purpose of the Pre-Bid meeting is to discuss with prospective Bidders the work to be performed and allow prospective Bidders an opportunity to ask questions regarding the RFB. Verbal discussions at the Pre-Bid conference shall not be considered part of the RFB unless confirmed in writing by the Iowa DOT and incorporated into this RFB. The conference may be recorded.
