The work to be performed by the CONSULTANT consists of materials sampling and testing for a road construction project. Proposed work activities will include excavation, fill, grading, storm water collection facilities, HMA paving and guardrail installation. Materials sampling and testing shall follow the WSDOT Standard Specifications for Road, Bridge, and Municipal Construction M 41-10, the WSDOT Construction Manual M 41-01, the WSDOT Materials Manual M 46-01, and WAQTC certified. This project has a zero (0)% DBE goal. Douglas County encourages disadvantaged, minority, and women-owned consultant firms to respond. All submittals will be evaluated based on specialized experience related to this project, professional references from recently completed work, professional qualification of assigned staff/project team, including sub consultants, capacity to accomplish the work on time/within budget, and clarity of department role in project & ease and ability to coordinate with County staff. The Board of County Commissioners shall reserve the right to reject any or all proposals and the right to waive any irregularities or information in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, as may be deemed in the best interest of the County. Proposals shall specifically stipulate all terms and conditions contained in the RFQ. It is understood that all proposals will become a part of the public record on this matter without obligation to the County. The County reserves the right to reject any or all proposals. The County reserves the right to move on to the next most qualified consultant if a satisfactory contract cannot be negotiated within twenty-one (21) calendar days of award letter date. NOTICE is hereby given by the Board of County Commissioners of Douglas County are seeking Requests for Qualifications (RFQ) from consultants with expertise in materials sampling and testing for the McNeil Canyon Road Realignment project. The work is expected to begin April 2025, and be completed by December 2025. Funding has been allocated through the County Road Administration Board Rural Arterial Program, and local sources. The project will comply with ADA requirements, Federal EEO requirements, and Civil Rights language for Douglas County.
