The Port of Port Angeles (Port) is soliciting Statements of Qualifications (SOQ) from firms qualified and interested in providing professional consulting services for developing a Marina Master Plan (Master Plan) for the Port's West Boat Haven Marina (West Boat Haven). The scope of the master plan is market analysis, preliminary design, and cost development services for future redevelopment of the Marina. Today, the Boat Haven Marina provides 410 slips for pleasure craft, working vessels, and guest moorage. The West Boat Haven was constructed in the mid-1980s and offers dockside power, shore power, boat launch facilities, and parking. The facility provides critical water access for recreational, commercial, and Tribal fishermen. It also supports U.S. Fish and Wildlife, Customs & Border Patrol, and workforce development programs including the Community Boating Program and the Sea Scouts. At 40 years old, the West Boat Haven's floats are approaching the end of their useful life and will need to be replaced in the next decade. Given the changing needs of marina users and the Port's mission of fostering economic development, the Master Plan is an opportunity to envision how a newly redeveloped West Boat Haven can play a stronger role in supporting local industries and diversifying the area's economy. The Master Plan will provide direction for the Port to pursue redevelopment options by considering key economic sectors served by the West Boat Haven and how those sectors' needs may influence design decisions. The successful consultant will review local economic conditions and markets to guide the development of concept-level designs that respond to current and future sector needs. The Port reserves the right to reject any SOQs submitted. This RFQ and the firm's response, including all promises, warranties, commitments, and representations made in the successful SOQ (as accepted by the Port), shall be binding and incorporated by reference in the contract with the Consultant. The Port will not be liable for any costs incurred by the Consultant in the preparation and presentation of SOQs or proposals submitted in response to this RFQ. The selected firm will be required to execute the Port's Standard Agreement for Professional Services (attached). The method of Contractor Selection has not been Determined at this time.
