The Port of Port Angeles (Port) is soliciting Statements of Qualifications (SOQ) from firms qualified and interested in providing professional planning and preliminary engineering/design for shore power improvements to the Port's Marine Terminal 1. This is a qualification-based procurement of architectural and engineering professional services and the most qualified consultant will be selected, subject to the negotiation of fair and reasonable compensation. This is a qualification-based procurement of architectural and engineering professional services and the most qualified consultant will be selected, subject to the negotiation of fair and reasonable compensation. Terminal 1 was built in the 1920s and currently provides space for topside repairs and lay berthage. Shore power infrastructure was installed in 2006 and is offered via one receptacle type (400A/480V). Today, this infrastructure is outdated and creates connectivity issues that disincentivize vessels from plugging into the grid. In 2023, shore power utilization was below 25% due to issues including long connection times, electrician fees, and lack of compatible receptacle types to serve different vessels. The selected consultant will work with the Port's Engineering Department to finalize shore power improvement plans, develop designs and bid documents, evaluate bids, and provide construction support services to implement electrical upgrades. The Port reserves the right to reject any SOQs submitted. This RFQ and the firm's response, including all promises, warranties, commitments, and representations made in the successful SOQ (as accepted by the Port), shall be binding and incorporated by reference in the contract with the Consultant. The Port will not be liable for any costs incurred by the Consultant in the preparation and presentation of SOQs or proposals submitted in response to this RFQ. The selected firm will be required to execute the Port's Standard Agreement for Professional Services (attached).
