For purposes of this Contract, the Buffalo Sewer Authority (OWNER) requires a minimum 20 percent utilization of New York State Certified Disadvantaged Business Enterprises (DBE). Contractor must comply with the construction contract terms mandated by the New York State Clean Water State Revolving Fund's Bipartisan Infrastructure Law (BIL) program, administered by the New York State Environmental Facilities Corporation. The Authority has acquired funding from the New York State Environmental Facilities Corporation (EFC) for the construction of these structures and the Contractor's submission shall reflect EFC requirements including, but not limited to, those regarding EEO, MWBE, and American Steel, Build America, Buy America (BABA), and Federal Disadvantaged Business Enterprise Regulations.
