Request for Proposal RFP 001-2025-STT/STX Construction Management Services The Virgin Islands Finance Authority ("VIHFA" or the "the Owner") is soliciting proposals from qualified Respondents to provide Construction Management Services for a portfolio of programs including but not limited to the Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), and VIHFA Housing and Emergency Housing portfolio.
