Electronic Proposals for the furnishing of all labor, material, services and equipment for dredging of the Charlotte Amalie Harbor and Yacht Haven Grande Marina, St. Thomas, U.S. Virgin Islands VIPA-ITB(STTJ)-2026-08 a hard copy of the bid bond may be hand delivered to VIPAs Purchasing Department located on the island of St. Thomas. Questions about the Contract Documents shall be submitted in writing to the VIPA, Office of Engineering, St. Thomas, U. S. V. I. Questions must be received fourteen (14) days prior to bid due date and time established for Bid opening. Replies will be issued to all bidders of record and if applicable, will be issued as Addendum to the Specifications and shall become a part of the Contract. The VIPA will not be responsible for oral clarification. Bidders are invited to submit proposals on the Proposal Forms provided. The EEO and DBE requirements of the Virgin Islands Port Authority shall apply to this project. The bids shall be based on wage rates at least as high as the minimum rates established by U.S. Department of Labor, which are incorporated in the Bid Documents. Contractor must be qualified and licensed in the area or state in which he/she has their main place of business in order to place a bid or to be awarded a contract for this project. The same condition applies to sub contractors. Prior to execution of the contract, the Contractor and sub-contractors must be licensed to conduct business in the U. S. Virgin Islands. All Proposals must be submitted as set forth in Section 00120 "Bid Requirements and Conditions." No Proposal may be withdrawn after the scheduled closing time for receipt of Proposals for a period of ninety (90) days. BID BOND. The Bidder shall include with the Proposal a bond or certified check, in the amount of five percent (5%) of the Contract amount, covering faithful execution of the Contract. The Bid Bond shall be furnished on such forms or in such a way as the Virgin Islands Port Authority may prescribe. Sureties issuing Bid Bonds shall be licensed to do business in the U. S. Virgin Islands or said Bonds shall be issued by a U. S. Treasury listed Surety with an agent licensed to perform such business in the U. S. Virgin Islands. The Virgin Islands Port Authority reserves the rights to waive any informalities in or reject any and all Proposals, or to re-advertise for Proposals.
