Road will be sealed from grass edge to grass edge on roads. Double chip seal roads/blotter will be bid at a 25' width. After the first coat of chip seal is applied their will be a delay before the second coat can be applied due to asphalt paving of intersection's to be completed by the county. Timeline for second application may vary due to completion of the asphalt paving. Outside temperature must be at least 65 degrees above zero each day before contractor can begin sealing. During application, oil distributor truck shall be no further than 20 yards in front of chip spreader. Contractor to furnish and install tabs every 125 feet prior to chip sealing all County roads. Contractor to also put up signs on all newly sealed roads stating "Loose Rock Reduce Speed" to warn motorist of possible damage to windshields. Also Contractor to be responsible for finding places to pile chips in County. Contractor will be responsible for getting haul road agreements and any damages done to the haul roads. Contractor responsible for checking roadway width and miles before bid letting. To be bid price per mile Type 2A washed Chips - 22 lbs. per square yard. MC3000 Asphalt -.32 gal. per square yard. Cold measure. Weight tickets for Chips & Asphalt Tanker tickets will be turned into Yankton County Highway Dept. to verify application rates. *Alternate Bid: Yankton County to supply MC3000 road oil. If this bid is accepted, Contractor will be responsible for all demurrage charges charged to Yankton County by Asphalt Oil Company. See bid sheet. A Certified Check, Cashier's Check or Bank Draft on a South Dakota Bank for 5% of bid and payable to County Auditor must accompany each bid. In lieu thereof, a bid bond of 10% of the amount bid issued by a surety authorized to do business in the State of South Dakota is acceptable. The surety is to be payable to Yankton County as a guarantee that such bidders will enter into a contract. A performance bond for full amount of contract shall be furnished by successful bidder before construction begins. Contractor is responsible for checking widths and miles of roads. Contractor to furnish traffic control for chip sealing AND fog sealing. Fog Seal will be bid but may not be applied per Yankton County. Completion Date - September 15, 2025 or $1000/working day penalty for every working day thereafter.
