Amtrak is accepting Letters of Interest for the installation of security countermeasures based on the 100% PE design drawings, including VSS, ACS and fencing/gates, in the East Side Loading Dock located at the Washington Union Station 50 Massachusetts Ave NE, Washington, DC 20002. Description: The Amtrak WUS East Side Loading Dock Security Enhancements Project encompasses the provision of construction services, materials, equipment, labor, testing, and commissioning for the installation of a comprehensive video surveillance and access control system, as outlined in the 100% PE-stamped drawings and the associated contract documents. The primary objective of this project is to strengthen security measures, enhance operational efficiency, and integrate advanced technologies across the east side loading dock. The selected construction firm shall execute the following scope of work: Scope of Work 1.1 Video Management System (Genetec) Genetec NVR: Provide and install a new Genetec NVR capable of supporting continuous recording of twenty-four (24) new cameras at 12 fps per camera. Ensure the NVR has sufficient throughputs for all 24 cameras and can store a minimum of 90 days of recordings per camera. Provide a minimum of twenty-four (24) Genetec licenses and configure all camera streams in H.264. Program and commission the system, including assigning all static IP addresses for devices. 1.2 Cameras: Furnish and install twenty-four (24) new IP cameras at designated locations around the East Loading Dock. Integrate each camera feed into the NVR for continuous monitoring and recording, per the performance requirements stated above. Page 2 of 3 2. Access Control System (Lenel OnGuard): 2.1 Lenel/LifeSafety Power ACS PSU/Controller: Provide and install a new Lenel/LifeSafety Power Access Control System (ACS) power supply unit and controller to support seven (7) new ACS-enabled doors/fence gates. Ensure the controller is a two (2) unit, 2U rack-mounted system with battery backup to ensure uninterrupted access control operations. 3. Door and Gate Integration: Equip each of the seven (7) new doors and fence gates with door position monitoring to enable door-forced and held-open alarms. Integrate one (1) existing overhead garage door and one (1) existing interior man door into the Lenel OnGuard ACS where indicated in the drawings. Program and commission all ACS devices, including static IP addressing. 4. Anti-Scale Ameristar Fencing: 4.1 Ameristar Impasse II Gauntlet Fencing: Provide and install new 8-foot-high anti-scale Ameristar Impasse II Gauntlet fencing to replace and expand existing perimeter fencing along the East Loading Dock and tracks. Ensure all fencing sections, hardware, and finishes meet or exceed the manufacturer's recommended installation standards and specifications. 4.2 Gates and Man Doors: Furnish and install two (2) automatic swing fence gates or overhead doors, one (1) automatic sliding fence gate, and two (2) electrified fence man doors as detailed in the contract drawings. All fence gates and man doors shall be ACS-enabled with door position monitoring, automatic openers as applicable, and integrated into the Lenel OnGuard system. 5. As-Built Documentation: The Contractor shall furnish complete as-built documentation of the entire system (VMS, ACS, and fencing) upon project completion. As-built drawings must reflect any field changes or modifications made during construction and must align with the 100% PE-stamped drawings. Qualifications: Qualification will be based on demonstration of the General Contractor's ability to address each of the following: Adhere to all Amtrak required safety training and obtain any necessary certifications. Equipment Operators must have ample work experience operating equipment off-track. Amount of work. Experience to be consider "ample" is at the discretion of Amtrak. Contractor and staff must have experience working on an active right of way and around an active railroad. Contractors who intend to submit a bid for the project are required to attend the scheduled on-site walkthrough during the bidding process for their proposals to be considered.
