Site work and new construction of a mixed-use development in Panama City Beach, Florida. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; and water / sewer project.

This project includes the construction of the Frank Brown Park - Pickleball Courts facility located in Panama City Beach, Florida. The desired development includes covered and uncovered pickleball courts, restroom facility, stormwater facility, water, sanitary sewer, and all associated supporting infrastructure. However, this solicitation includes alternate designs to allow the City to select the best project after consideration of budget constraints. Follow the instructions on the Bid Proposal Form carefully to ensure accurate bidding on all design options Currently, the site is located at the southern end of the Frank Brown Park. The pickleball courts project area within Frank Brown Park is approximately 1.485 acres. The Contractor shall provide all materials, equipment, and labor to complete the project with the scope selected by the City Council. The bid must conform to Section 287-133(3) Florida Statues, with respect to Public entity Crimes. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (City) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 45 days after opening. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. BIDDERS must submit all questions, if any, in writing by 12:00 PM CDT, NOON on May 26, 2026. If necessary, questions will be answered as ADDENDA and will be issued to the Contract Documents and posted on the Citys website. It is the sole responsibility of the bidder to determine if any addenda have been issued. The estimated date for award is July 9, 2026, with the Notice of Award estimated to be issued between July 10 - 13, 2026.
