Site work and new construction of a mixed-use development in Exeter, Rhode Island. Completed plans call for the construction of a parking garage; for site work for a parking garage; and 31,000-square-foot multi-residential development.
Construction began on August 13, 2024 and all trades are let. PROJECT DESCRIPTION: Gilbane has been selected as Construction Manager At-Risk for the RI DCYF New Female Youth Residential Facility Project in Exeter, RI. This Project consists of a new ground-up 31,000 SF wood-framed residential building with athletic, food service & educational facilities, as well as exterior ground improvements with all new utility services, including a geothermal field; exterior parking & recreational facilities. PLEASE NOTE: This project has a Project Labor Agreement ("PLA"). All Bidders will be required to comply with the PLA. A copy of the PLA can be found in the Gilbane Project Manual. BID INSTRUCTIONS OVERVIEW: Bidders must read the "General Instructions to Bidders" document, provided in the Gilbane Project Manual, for complete details Given applicable State regulations, this is an Electronic Sealed Bid process. As such, the following Bid rules apply: All Bids must be submitted electronically through Building Connected by the Bid Due Date and Time stipulated for each Bid Package. Bids submitted via email, or any means other than Building Connected, will be rejected. Bids submitted early are sealed and cannot be viewed by any party until the stipulated Bid Due Date & Time has elapsed. After the Bid Due Date & Time has elapsed, the Bid will be closed. Late Bids or Bid revisions after the Bid Due Date & Time has elapsed will not be accepted. Within a reasonable time (approximately 1-2 business days) after Bids are unsealed, Gilbane will distribute names of Bidders and their corresponding Bid values to all Bidders. No other Bid information will be shared. After the distribution of Bids as described above, Gilbane will commence with the Bid review, validation and negotiation process. The Owner and Gilbane reserve the right to award the Bid based on overall best value and not necessarily low Bid. Bids containing conditions, omissions, alterations, items not called for, or irregularities of any kind, may be rejected. The Owner and Gilbane reserve the right to reject any or all Bids, to waive irregularities in the Bids, or to elect to re-Bid the work. THE BIDDER SHALL PROVIDE THE FOLLOWING WITH THEIR BID BY THE DUE DATE & TIME STIPULATED IN ORDER FOR THEIR BID TO BE CONSIDERED: Bid value entered in the Building Connected Bid Form Upload a completed copy of the completed Bid Tab in Microsoft Excel format. All fields shall be completed fully. Upload a copy on Bidder's letterhead of Bid qualifications, clarifications, exclusions, etc. Upload a copy of the 10% Bid Bond, if applicable (if bid is $1M or greater). PREQUALIFICATION REQUIREMENTS: It is required that Bidders submit a prequalification profile with Gilbane at Compass (https://compass-app.com/auth/register) prior to submitting a bid. Questions regarding the prequalification application process should be directed to PQhelp@gilbaneco.com and info@compass-app.com, and shall CC ggarvin@gilbaneco.com. Bidders without a prequalification profile as outlined above, may be rejected at Gilbane's sole discretion. Bid award shall be contingent on a completed and approved prequalification status with Gilbane. REQUESTS FOR INFORMATION (RFIs): All questions must be submitted in writing via email to Greg Garvin: ggarvin@gilbaneco.com M/WBE PARTICIPATION: In accordance with RI Gen. Law 37-14.1-1, MBEs are to be awarded a minimum of seven and a half percent (7.5%), and WBEs a minimum of seven and a half percent (7.5%) of the dollar value of the Project. Each Bid Package has an assigned specific participation goal (ref. Bid Package Exhibit B, Section 7) that the Bidder shall endeavor to include with their Bid. The Owner and Gilbane reserve the right to reject any bids that do not meet the M/WBE participation requirements, or award to bidders at a premium who can meet the M/WBE participation requirements.
