Site work and new construction of a municipal facility in Delray Beach, Florida. Working plans call for the construction of a 200,000-square-foot municipal facility; and for site work for a municipal facility.
As of December 10, 2025, a construction manager is in place, and design work is actively progressing. The project is currently in the pre-construction phase under a negotiated timeline. A definitive start date has not been finalized, but construction may begin in 2026. *The closed solicitation has been included below for reference: Question Deadline 03/11/2025 at 4:00 PM ET Questions concerning this Request for Proposals must be directed in writing to Fernando Del Dago, AIA, Director, Capital Improvements Division, FDeldago@pbc.gov. Construction work is scheduled to start in mid 2026, and continue through the various phases with an anticipated completion date at the end of 2027/early 2028. The preliminary schedule and construction cost is estimated at $150,000,000, and is contingent upon the findings and results of the programming and needs assessment, amongst other factors and conditions that are unknown at this time The respondents will be submitting proposals to provide Construction Management at Risk services consisting of pre-construction services, developing a Guaranteed Maximum Price (GMP), and construction of the South County Administrative Complex located at 345, 425, 445, 451 and 501 South Congress Avenue in the City of Delray Beach (the "Complex"). The complex consists of approximately 200,000 sf of new office and support space, including all parking and site improvements, to serve the needs of the County's General Government departments as well as other public partnering agencies, which will be identified through the programming effort. In addition to the new General Government facility, the project will include the development of a preliminary master plan for the site by the selected design team, to be finalized in collaboration with a Private Development Partner, which the County will select through a separate public procurement effort. The Complex consists of seven adjoining parcels totaling approximately 28 acres. The selected Construction Manager will assist the Design Team in the evaluation of the master plan options, including all related infrastructure and site work development required to support the new General Government facility without compromising the ability to dispose of the Complex's remaining land area for redevelopment by a Private Development Partner. The preliminary construction cost is estimated at $150,000,000, and is contingent upon the findings and results of the programming and needs assessment, amongst other factors and conditions that are unknown at this time. Pursuant to the Palm Beach County Code Section 2-80.20 - 2-80.40 (EBO Ordinance), the County will provide contracting and subcontracting opportunities for S/M/WBEs. Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the County's Goal Setting Committee. The APIs for this solicitation are: SBE Evaluation Preference for Mentoring: 5 points for CM/SBE Partner SBE Evaluation Preference for SBE Participation: up to 10 points for SBE Participation Plan The APIs applicable to the construction phase(s) of this project, including any mandatory SBE or M/WBE goal(s) for the construction subcontracts, will be determined by the County's Goal Setting Committee prior to subcontractor bidding for each Guaranteed Maximum Price Amendment. It is anticipated that at least a mandatory minimum SBE subcontracting goal of 20% will be applied to the construction phase(s) of this project. However, depending on the availability of S/M/WBEs at the time of subcontractor bidding, the County's Goal Setting Committee may apply a higher mandatory SBE subcontracting goal or may apply a mandatory M/WBE subcontracting goal. Proposers should review the RFP for more information on the County's EBO Program as it applies to the construction phase(s) of this project At the time of proposal submission, respondent must be properly certified and licensed in the State of Florida and/or Palm Beach County, as applicable, for the purpose of performing the specified work. Palm Beach County reserves the right to waive any proposal irregularities, informalities, or technical deficiencies and to reject any and all proposals.
