Renovation of a mixed-use development in Montclair, New Jersey. Completed plans call for the renovation of a educational facility.

The scope of the project includes, but is not limited to, the following: The renovations of the existing auditorium including new wall, floor, and ceiling finishes, acoustic wall panel installation, house and stage lighting upgrades, audio/sound system upgrades, stage rigging replacement, and fixed seating replacement. Referendum Project, has been designated by the Board as one that requires that at least twenty percent (20%) of the total scope of work be performed by the bidder or any of the bidder's named subcontractors who are certified as a Minority Business Enterprise ("MBE"), Women's Business Enterprise ("WBE") or Small Business Enterprise ("SBE") by a certifying Federal or State agency, as applicable. Bidders shall submit with their bids certification(s) regarding qualification for themselves and/or their named subcontractors regarding MBE, WBE or SBE status, and identifying the percentage of work of the Project that will be performed by them. Bids which do not meet the minimum twenty (20%) set-aside requirements will be rejected. Bids will be received from a Bidder for a lump sum price for the entire project, all trades, all inclusive. Bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to Montclair Board of Education equal to 10% of the amount of the bid, but in no case to exceed $20,000.00 per N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety per N.J.S.A. 18A:18A-25. The successful bidder will be required to furnish additional bonds as specified in Document 00 21 13, "Instructions to Bidders." The Board of Education reserves the right to reject any non-responsive bids or all bids pursuant to N.J.S.A. 18A:18A-22 and to waive minor informalities or non-material exceptions, that may be in the best interest of the Board. No bid may be withdrawn for a period of sixty (60) days after the opening date. The Contract will be awarded to the lowest responsible bidder as defined in N.J.S.A. 18A:18A-2(t) and N.J.S.A. 18A:18A-18 (c), as applicable. The Pre-Bid Conference, when advertised, may be canceled for a variety of reasons including unforeseen emergency conditions. If the Pre-Bid Conference is canceled, Bidders of record who are properly registered with the Architect as plan holders will be notified no later than 1:00 pm on the business day before the advertised appointment time.
