Reference Number 0000287222 Question Acceptance Deadline 2025/02/24 12:00:00 AM CST All deliverables are to be submitted in PDF format and by email. Assume one draft and one final submission of all deliverables for cost and schedule purposes, allowing for a minimum of one week for review of draft submissions. Service Providers must give a one-week advance notice of draft submissions. The procurement analysis shall include, at a minimum, the Design-Bid-Build (DBB), Design-Build (DB), Construction Management at Risk (CMAR), Alliance Contracting, and P3 delivery models to determine the optimal procurement approach. 1. Virtual Kick-Off Meeting Meet with MTI to present and review the Work Plan (deliverable: meeting minutes). 2. Background Information Review (deliverable: memorandum #1) Request, review, and incorporate necessary information to develop the procurement options analysis; a. Review and contextualize the Project's investment parameters including but not limited to: 1. Investment objectives; ii. Benefits and strategic alignment; iii. Potential constraints; iv. Other key project features. b. Develop robust evaluation qualitative criteria and scoring methodology to assess competing shortlisted procurement models and establish the optimal procurement methodology for the Project. Both the criteria and scoring methodology should be defensible, easily communicated and easily understood. c. Complete a jurisdictional scan of projects of similar size, scope and asset class within Canada that utilized the shortlisted procurement options identifying key similarities, public sponsors, construction timeframes, Value For Money (VFM), and other relevant details. 1. Identify and explore project partnering and funding strategies. Analyze the compatibility of any delivery method with potential funding sources. One meeting to review the draft submission (deliverable: meeting minutes). 3. Procurement Options Analysis Organize and conduct an in-person procurement options workshop to identify and shortlist a potential range of procurement options including: 1. One Public Sector Comparator (PSC) option reflective of a DBB procurement; and ii. A minimum of two comparators for each alternative procurement method including Design-Build, CM/Construction Management at Risk, Alliance Contracting, and various P3 types, and One PSC reflective of a DB procurement. 4. Summarize Procurement Analysis Findings and Scored Results (deliverable: report) Compile the results of each analysis and all project activities into the final advisory report; a. Clearly identify and describe the recommended procurement model for the Project and provide rationale for why other delivery options were not recommended as the preferred method; b. Clearly identify other applicable conclusions and recommendations; and c. Confirm review and approval of report by MTI and other levels of Provincial authority as required. d. One meeting to review the draft submission (deliverable: meeting minutes). e. One project close-out meeting (deliverables: meeting minutes, electronic project record transfer) Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
