2026 Local Streets Preservation The City of Auburn is soliciting Proposals from qualified consulting teams to provide professional services for the design, survey, geotechnical evaluation and recommendations, environmental permitting and approvals, cultural & historical review, and construction support for the 2026 Local Streets Preservation, CP2418. The City's estimate of the contract associated with this RFP ranges from $300,000 to $400,000 excluding future phases and optional work. For specific instructions on information to include in the Proposal, refer to the section below entitled Proposal Elements. Evaluation of the Proposals and ultimate consultant selection is identified in the section entitled Selection Process and Evaluation Criteria below. Although the use of subconsultants is recognized as being necessary for a multidiscipline project, the City's preference is for the lead consultant to have the majority of the work performed in-house. PROJECT DESCRIPTION The project will reconstruct the roadway and upgrade utilities, including storm drainage, sewer utilities, and water utilities, across three project sites. At 8th Street SW, the project involves reconstructing the roadway, and upgrading the storm drainage system. At 4th Street SE and S Street SE, the project involves reconstructing the roadway, install wedge curbs, and upgrade the stormwater drainage system with new pipes, catch basins, and manholes. Additionally, sewer upgrades will include replacing aging concrete pipes with PVC, replacing side sewers, and installing cleanouts. Water utility work includes upgrading cast iron water mains to ductile iron, replacing hydrants, and updating residential service connections. Lastly, at J Street SE, the City will reconstruct the roadway, replace the speed cushions, upgrade the stormwater drainage system by installing new storm drainage pipes and catch basins, and enhance the water system by replacing aging cast iron mains with larger ductile iron pipes. This project will include the following specific improvements: 8th Street SW (West of C Street SW) o Remove and reconstruct the existing roadway along 8th Street SW from edge of new asphalt (approx. 162 feet west of C Street SW centerline) to end of cul-de-sac. o Remove and reconstruct any damaged existing sidewalk and curb and gutter. o If curb and gutter impacts an existing catch basin then replace the frame and grate of the affected catch basin. o Storm Drainage - Replace approximately 88 LF of 8" diameter storm conveyance lines with 12" diameter lines. Construct stormwater improvements triggered by the roadway re-construction to base course or lower by complying with SWMM minimum requirements (MR) 1-5 and 10. Analyze feasibility and if applicable utilize LID techniques as appropriate to meet MR #5. It is not anticipated that this project will add more than 5000 sq. ft. of new hard surfaces. 4th Street SE (Between Auburn-Black Diamond Road and S Street SE) and S Street SE (North of 4th Street SE) o Removal and reconstruction of existing roadway along 4th Street SE from Auburn-Black Diamond Road to S Street SE, and along S Street SE from 4th Street SE to the end of cul-de-sac. o Install wedge curb along entirety of reconstructed roadway. o Grind and overlay section of existing roadway on Auburn-Black Diamond Rd associated with sewer main replacement, per CoA Standard T-02.5. o Grind and overlay section of existing roadway on S Street SE between S Street SE and associated with sewer main replacement, per CoA Standard T-02.5. o Storm Drainage - Install approximately 745 LF of new 12" diameter storm conveyance lines. Remove or abandon approximately 64 LF of existing 12" diameter storm lines. Replace 2 existing catch basins. Add 3 new catch basins. Add 2 new manholes. Construct stormwater improvements triggered by the roadway re-construction to base course or lower by complying with SWMM minimum requirements (MR) 1-5 and 10. Analyze feasibility and if applicable utilize LID techniques as appropriate to meet MR #5. It is not anticipated that this project will add more than 5000 sq. ft. of new hard surfaces. o Sewer Utility - Replace approximately 865 LF of 8" diameter concrete pipe with 8" diameter PVC pipe. Replace all side sewers (19 at approx. 475 LF) for residential services to the edge of right-of-way or as close to the edge of right-of-way as practical and add cleanouts. Replace 2 sewer manholes (811-01, 811-02). o Water Utility - Replace approximately 275 LF of 6" diameter cast iron pipe along 4th Street SE with 12" ductile iron pipe. Add approximately 175 LF of 12" ductile iron pipe water main to the east of S St SE. Replace approximately 325 LF of 4" diameter cast iron pipe along S Street SE with 8" ductile iron pipe. Replace all hydrants and hydrant leads, and all residential services including laterals, valves, and water meters. J Street SE (Between Auburn Way S and 17th Street SE) o Remove and reconstruct the existing roadway along J Street SE from Auburn Way S to 17th Street SE. o Remove and reconstruct any damaged existing sidewalk and curb and gutter. o Replace speed cushions to current design standards. Storm Drainage - Remove approximately 790 LF of existing 12" diameter storm lines. Abandon approximately 220 LF of existing 12" diameter storm lines. Install approximately 790 LF of new 12" diameter storm conveyance lines under the easter curb of J Street SE connecting into existing storm to the south. Replace the existing curb and gutter and the driveway aprons that are affected by the new storm conveyance lines. Construct approximately 95 LF of new laterals extending to the west of J Street SE with 4 new catch basins at intervals of about 300 feet, per city standards. Construct stormwater improvements triggered by the roadway re-construction to base course or lower by complying with SWMM minimum requirements (MR) 1-5 and 10. Analyze feasibility and if applicable utilize LID techniques as appropriate to meet MR #5. It is not anticipated that this project will add more than 5000 sq. ft. of new hard surfaces. o Water Utility - Replace approximately 985 LF of 6" diameter cast iron pipe along J Street SE with 12" ductile iron pipe. Replace all hydrants and hydrant leads, and all residential services including laterals, valves, and water meters. SCOPE OF WORK The design contract will include project management, geotechnical evaluation, environmental approvals and permitting, cultural and historical survey, preparation of contract plans, specifications, and estimates at the 30%, 60%, 90%, 99%, final review levels, and bidding/construction assistance. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range.
