The City of Youngstown, in accordance with Section 9.33, et seq. , of the Ohio Revised Code, hereby gives notice of its intent to employ a Construction Manager at Risk (CMAR) for the Mill Creek Inceptor Replacement Project, City of Youngstown Ohio (the "Project") and invites interested parties to submit qualifications for consideration. The work is to involve the associated preconstruction services and at-risk construction services for the Project. Firms are to be experienced in, but not limited to, CMAR services of scheduling, cost estimating, constructability review, "GMP" and open book pricing, and experience in public sector construction, specifically wastewater treatment facilities construction. This Project is required to be implemented under a federal Consent Decree and the dates as established are set forth in a proposed amendment to the Consent Decree and must be followed. Youngstown has filed a Motion to Amend Consent Decree with the United States District Court for the Northern District of Ohio, Case No. 4:98-CV-2438, requesting that the Court modify the original Consent Decree deadlines for the Project. The parties in the case, the City of Youngstown, the United States and the State of Ohio, have recently reached an agreement in principle regarding Youngstown's pending motion, and the parties intend to file a proposed modification with the Court incorporating Youngstown's proposed amended deadlines for the Project, which will be subject to public comment and the Court's approval. Responding firms will be evaluated and ranked per ORC 9.33 et. seq . The City will enter negotiations with the highest ranked firm based on an evaluation of the Statement of Qualifications and interviews. A black out period during the advertisement and selection process is in force and no contact of City Officials or Employees regarding marketing or qualifications of interested firms during this solicitation is permitted. Interested firm shall submit five (5) hard copies of the Statement of Qualifications and one digital copy in PDF format contained on a flash drive. The Owner’s most recent estimate of probable construction costs for this Project is $38 – 43,000,000.00 *The value for this project is based on a financial range.
