Site work and new construction of a mixed-use development in Ithaca, New York. Completed plans call for the construction of a fire / police facility; for site work for a fire / police facility; water / sewer project; and water / sewer project.

A 2024 sealed bid offering resulted in no qualified bids received. This offering has modified the minimum bid, earnest money deposit and the timeframe for closing on the property conveyance. The Property is rectangular in shape with approximately 60 feet of street frontage on College Avenue and 141 feet of lot depth. The Property is approximately 8,668 square feet in size. The fire station building is approximately 9,600 square feet in size. The Property is serviced with municipal water, sewer, and stormwater utilities as well as electric and gas service from NYSEG. The Property is located within the Mixed Use 2 (MU-2) zoning district that allows for up to a 6-story building, no minimum off-street parking, and 100% lot coverage except for a 10-foot minimum rear yard. The existing fire station operating at 309 College Avenue will be decommissioned by July 1, 2025 for relocation to a newly constructed fire station located at 403 Elmwood Avenue. The City seeks to close the sale within 60 days after execution of a sales contract contained in this bid package. Property conveyance shall be subject to a post-closing possession agreement allowing the Ithaca Fire Department to continue to occupy the property through June 30, 2025. The City is offering the Property for sale "As-Is" by warranty deed. See Exhibits 4 and 5 for the form of the deed and a boundary survey of the property. 2. Submittals All bidders must provide in a sealed envelope labeled "SEALED BID - 309 COLLEGE AVENUE" including the following submissions: A. A Sealed Bid Form completed in ink (Form A) B. A deposit in the amount of at least 10% of the total bid in the form of a certified or cashier's check payable to the City of Ithaca. No cash or personal checks accepted. C. Completed Noncollusion Affidavit (Form B) D. Completed Disclosure of Natural Persons (Form C) E. Completed Iran Energy Divestment Certification (Form D) Delivery to the Offices of the City Controller may be made in person, by U.S. Mail, or by private delivery/courier service; bids must be received prior to the deadline noted above. 3. Disqualifications Any of the following shall automatically disqualify a bid: A. Bid is received at the Controller's Office after 2 P.M. on April 10, 2025. B. Bid is submitted for less than the minimum bid amount. C. Bid is received without the correct deposit amount or in an unacceptable method of funds. D. Bid form or other required forms, as applicable, are not completed in full, submitted, and manually signed. In the event of a tie for the highest bid, the City will select the bid received earliest. Bid deposits of all unsuccessful bidders shall be returned promptly upon execution of the Contract for Sale and Purchase of Real Property with the successful bidder.
