It is the intent of this request for proposal to find a contractor that can provide required regulatory chemical analyses for samples collected by Bay County personnel. The Contractor must be certified to perform chemical analyses by the Florida Department of Health Environmental Laboratory Certification Program (FL DoH ELCP) under the National Environmental Laboratory Accreditation Program (NELAP) for the applicable matrix, method, and analyte combinations required by Bay County. The laboratory must not have had any disciplinary or enforcement actions within the last 5 five years. The Bay County Board of County Commissioners is seeking qualifications from contractors to provide required regulatory chemical analyses for samples collected by Bay County personnel. Consultant shall be properly licensed for the appropriate work specified in this Request for Proposals. All Respondents are requested to submit any required license(s) with their qualifications. License(s) must be effective as of the opening date and must be maintained throughout the Contract Period. Failure to be properly licensed as stated above will result in the rejection of the Proposal as nonresponsive. The term of the contract shall commence upon execution by the County and continue in effect through April 1, 2027. Upon mutual agreement, the contract may be renewed for one (1) additional two-year period under the same terms and conditions. Bay County Code, the County reserves the right to: a. reject any or all Proposals received; b. select and award any portion of any or all Proposal items; c. waive minor informalities and irregularities in the Respondent’s Proposal.
