The right is reserved by the Trinity Bay Conservation District, as its interest may require, to accept or reject any or all bids, and to waive any informality in the bids received. Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the Trinity Bay Conservation District; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted in duplicate. Upon award, the successful bidder will be required to furnish payment and performance bonds. Bids may be held by the Trinity Bay Conservation District for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.
