This project, the Vestal Rail Trail - Phase 3, PIN 9009.47, D040681, will extend the Vestal Rail Trail by constructing an off-road, shared use path on an abandoned rail bed between African Road and Sycamore Road, as well as construct on-road connections to the existing trail to the west and Harold Moore Park to the north. The project will also address the traffic signal upgrades and construct a right tun lane at intersection of Vestal Road and Sycamore Road, as well as reconstruct the Rail Trail parking lot located southeast of the intersection of Vestal Road and African Road. The Town of Vestal reserves the right to reject any or all bids, to waive any informality in any bids, and to award the Contract in the County's best interest. The Town reserves the right to make the award within fortyfive (45) calendar days after the date of the bid opening during which period bids shall not be withdrawn. Bids shall be accompanied by a Bid Security of not less than five percent (5%) of the amount of the Bid. Such Bid Security shall be submitted in the form of a Bid Bond. The submission shall be made with the understanding that the Bid Security shall guarantee that the Bidder will not withdraw their Bid for a period of forty-five (45) days after the scheduled closing time for the receipt of Bids: and that if their Bid is accepted, will enter into a formal contract with the Owner in accordance with the Form of Agreement; and that the required Performance and Payment Bond will be given; and that in the event of the withdrawal of said Bid within the said period of the failure to enter said Contract and give said bonds within ten (10) days after they have received notice of acceptance of the Bid, the Bidder shall be liable to the Owner for the full amount of the Bid Guarantee as liquidated damages to the Owner as a result of default of the Bidder.
