Bidders shall not rely on any verbal clarification of the drawings and specifications. Any questions or clarifications shall be referred to Engineer at least seven (7) working days prior to bidding to allow for issuance of an addendum West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Proposals ("RFP") from qualified, experienced, and licensed Contractors to for renovations and upgrades to the Cary Gymnastic Training Center, located near the WVU Coliseum. The project will include new locker room, shower/restroom facilities, a team lounge, and functional space in preparation for events. The upgrades will include new flooring and lighting in the gym area. The renovation will create a mezzanine and new entry on the southeast. Exterior amenities will include upgrades to the East façade facing the Coliseum including new storefront windows, metal panel accents and landscaping. a. Contractors are REQUIRED to notify the Procurement Officer with intent to participate no later than one day prior (2/17/25, 12:30pm EST); requests will be accepted via email and/or on the Q&A Board. The Procurement Officer will send the link/invite for the meeting upon request. b. Site Visit will be for field measurements only; PLEASE SEND ALL QUESTIONS TO THE Q&A BOARD. Cutoff for Questions: DATE: 2/24/2025 , TIME: 12:00pm EST 1. The bid/proposal process is highly controlled. To protect the integrity of the process, any questions or clarifications regarding this Request for Bid/Proposal must be handled through the Department of Procurement, Contracting, & Payment Services. Completion Dates 1. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion. a. Substantial Completion shall be: 7/31/25 and 12/1/25 b. Final Completion shall be: 8/15/2025 and 12/15/25 c. Final Completion shall be when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the Owner. Liquidated Damages 1. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. a. Liquidated Damages shall be One Thousand Dollars ($1000) per Calendar Day of delay in achieving Substantial Completion and One Thousand Five Hundred Dollars ($1500) per Calendar Day of delay in achieving Final Completion for each phase one and phase two.
