Nephi City (City) owns and operates approximately 52 miles of sanitary sewer pipe ranging in size from 6-inch to 18-inch. The piping system runs to the west side of the valley and discharges into a series of sewer lagoons. The existing 8-inch diameter sewer distribution system for the Nephi City 2025 Sewer Rehabilitation Project (Project) is from 1250 North to 1450 North and between 325 East and 600 East (approximately 7,200 LF) as shown in the attached exhibit. This particular system has experienced deterioration due to the effects of hydrogen sulfide attack and rehabilitation will be required to maintain its level of service. It is anticipated that the rehabilitation work will occur in Spring/Summer 2025. Scope of Project: The existing 8-inch diameter sewer collection system was constructed in 1978, is approximately 7,200 LF long, and is made of reinforced concrete pipe (RCP) with pre-cast concrete manholes. The pipe has experienced deterioration due to the effects of hydrogen sulfide attack. Rehabilitation of the entire length of the sewer pipe will be required. The Project will consist of the rehabilitation of the sewer line using Ultraviolet (UV) CIPP lining for the RCP segments. Services to be provided by the Engineering Consultant (Consultant) include the following tasks: Task 1: Kickoff and Progress Meetings. Meet with the City at the start of the Project and then bi-weekly thereafter to initially refine and formalize the draft work plan and establish deliverables and then to coordinate information and review progress of the Project as it proceeds. Task 2: Existing Conditions. The City retains and will provide to the Consultant information about the sewer lines and manholes including record drawings from the original construction, GIS data, GPS locations and elevations for all of the manholes, and LIDAR based surface contours. The City will also provide the available existing conditions information to the Consultant at the start of the Project. This includes, but is not limited to, information on existing utilities owned by the City located within the Project's vicinity. Th Consultant will be responsible for reviewing the information provided and update as necessary to provide an accurate portrayal of the existing conditions in the corridor area. The Consultant will also research and provide any additional existing utility information for areas affected by the work and include that information into the construction documents. 2 Task 3: Property Ownership, Rights of Way, and Easements The City holds rights-of-way, easements or other agreements for all properties within which the Project's sewer is located. Current property ownership information is available through the County records. The Consultant will be responsible for including the ownership, rights-of-way, and easement information on the construction documents. Property surveys to establish property boundaries are not part of this task. Task 4: Condition Assessment A condition assessment of the Project's sewer lines and manholes will need to be determined through cleaning, CCTV inspections, and other evaluations that will identify the deterioration of each sewer line segment. The assessment will also need to indicate if the entire length of the sewer line will require rehabilitation. Task 5: Evaluation and Selection of Rehabilitation Methods The City has performed their own evaluation of the various CIPP liner types and methods available to be used for the Project and selected UV CIPP liners to rehabilitate the Project's sewer lines. The Consultant will prepare preliminary construction cost estimates for the UV CIPP liner rehabilitation methods and/or strategies, and recommendation for cleaning & preparing the sewer lines for the lining process Task 6: Preliminary Design of Selected Alternatives The Consultant will prepare preliminary design drawings, draft specifications, and cost estimates for the selected UV CIPP liner rehabilitation method, identify permits or approvals from the City or other entities that will be required, and prepare a Preliminary Design Technical Memorandum that summarizes and documents the planning and design tasks to be completed. Task 7: Final Design and Contract Document Preparation The Consultant will complete the final design, prepare a final construction cost estimate, and prepare construction drawings, technical specifications, bidding documents, and contract documents for construction. Task 8: Bidding The Consultant will assist the City with bidding of the Project including the bid advertisement, pre-bid meeting, addenda as required, bid review, and recommendation of award, and preparation of contracts for construction. Task 9: Construction Management and Construction Observation The Consultant will perform construction management, construction observation and documentation, submittal review, payment application and RFI review, preparation of change orders and field orders, and prepare project closeout documentation and as-built drawings.
