Questions will be answered and posted to the Opportunities page on the OFCC website. The Ohio Department of Natural Resources (ODNR) is requesting professional engineering services to provide an assessment and master planning of various Class I, Class II, and Class III dam sites around the State. At each dam site, the selected firm will assess current conditions, identify deficiencies, develop design alternatives with cost estimates, and prioritize the criticality and suggested timelines for work items identified for needed rehabilitation. The intent of this project is to develop facility-specific master plans utilizing a phased rehabilitation approach for use in conjunction with other facility plans so ODNR can prioritize work on the dam structures within ODNR's dam rehabilitation initiative. Prioritizing the design and construction of Interim Risk Reduction Measures (IRRMs) will allow for incremental improvements before funding is available for more comprehensive risk reduction measures. ODNR has identified nineteen (19) dam sites to be included in the assessments, which are listed in Table 1 below. Through this selection process, ODNR intends to select three (3) firms to receive contracts. It is not anticipated to award more than one (1) contract per firm. The successful teams will be assigned contracts based upon their score results, with the highest rated firm being assigned project locations based upon scoring results and qualifications. The Contracting Authority reserves the right to consider other factors in the award of the contract, including site location, workload, firm experience, and capabilities. As scope and associated costs are solidified, projects of similar types, scope, and budget may be added or removed as ODNR initiatives and funding allow. The initial site list in Table 1 may be rebalanced or redistributed, as the department sees fit. While ODNR anticipates centralized services from the selected Engineering Teams at the ODNR Fountain Square complex at 2045 Morse Road, Columbus, Ohio 43229, travel will be necessary to complete the services. For the purposes of scoring proximity to project site, the ODNR Fountain Square complex will be considered the project site. Projects identified in this RFQ may be funded by grants. The selected A/E will need to comply with any requirements associated with this program, including development of a floodplain management plan for the required facilities. The scope of services may include, but is not limited to: topographical surveys of the dam sites, including upstream and downstream areas; performance of geotechnical investigations of the dams and appurtenances to evaluate stability, seepage, and structural conditions; underwater inspections; lake drain inspections; conduit spillway inspections; structural assessments; performance of hydrologic, hydraulic, and flood routing analyses for adequacy of and to provide alternatives for meeting required discharge/storage capacities; recommendations of alternatives for rehabilitation of dams with associated cost estimates; applying for and obtaining all applicable permits and approvals; and preparation or updates of Emergency Action Plans (EAPs) and Operation, Maintenance & Inspection (OM&I) manuals. All work shall be performed in compliance with Ohio Dam Safety Rules and Regulations. Consultant shall coordinate the review, approval and acceptance of the draft and final studies of each site with ODNR Dam Safety and ODNR Division of Engineering (DOE). The chosen firm will need to perform on site research to obtain and locate files and supporting documentation pertinent to the work. Facilitating review with the Ohio Dam Safety Program is the responsibility of the consulting team. Dam Safety inspection reports will be made available to short listed firms upon signing a non-disclosure form. Other relevant historical reports, assessments, inspections, and as-built drawings will be provided only to awarded firms. Additional documentation will not be provided during the initial RFQ or short-list phase of the selection process. There will be a preproposal meeting following the short-list selection process to define the scope of the technical proposals from the shortlisted firms. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, the selected A/E will provide the following categories of services: Study and Report and Additional Services of all types.
