Area-dependent backfill requirements (slurry or granular), pavement restoration, landscaping restoration, anode installation at 100-foot intervals, traffic control. Park Avenue, Quincy Avenue, Thurston Avenue - Copper water service installation (1-inch typical); including public side replacement, private side replacement and full-length water service replacement. Granular backfill, pavement restoration, landscaping restoration, anode installation at 100-foot intervals, traffic control. Alternate A: Russet Street - Copper water service installation (1-inch typical); including public side replacement, private side replacement and full-length water service replacement. Granular backfill, pavement restoration, landscaping restoration, anode installation at 100-foot intervals, traffic control. Alternate B: West-Harvey Loop - Copper water service installation (1-inch typical); including public side replacement, private side replacement and full-length water service replacement. Granular backfill, pavement restoration, landscaping restoration, anode installation at 100-foot intervals, traffic control. It is the intention of the Utility to award to the lowest responsible bidder one of the following: Base Bid, Base Bid plus Alternate A, Base Bid plus Alternate B, or Base Bid plus Alternate A and Alternate B. No bids will be received unless accompanied by a certified check or a bid bond equal to at least five percent (5%) of the bid payable to the Racine Water Utility. Prospective bidders are required to be pre-qualified with the Racine Water Utility or the City of Racine Commissioner of Public Works five (5) working days prior to the time of opening bids. Bidders Qualification statement can be found within the contract documents and completed statements can be emailed to utilityadmindocs@cityofracine.org. The contract awarded under this advertisement for bids are expected to be funded completely or in part by a loan from the Safe Drinking Water Loan Program (SDWLP). This procurement will be subject to regulations contained in NR 162.09 and NR 166.12 Wisconsin Administrative Code and appropriate state statutes, including Section 281.61 of the Wisconsin state statutes. Davis-Bacon: The work for this project is subject to the Davis-Bacon and Related Acts (DBRA) compliance provisions. The contractor shall use the Prevailing Wage Rate shown in the Davis-Bacon Wage Rate Tables issued by the U.S. Department of Labor Wage and Hour Division. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE s and WBE s, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor s submittals in order to meet the qualifications under minority-owned or woman-owned business. In addition, the City encourages MBE s and WBE s to submit Bid Proposals The Racine Water Utility reserves the right to reject any or all bids, waive any irregularities or accept that bid which, in the opinion of the Owner, will serve the best interest of the Racine Water Utility.
