The City of Urbandale is requesting your firm to submit a proposal for design services for the Community Entrance Signage - Phase 5 and Phase 6. Your proposal should include a listing of your company's qualifications for this type of design, a list of the lead personnel that will be involved in this project and the ability to meet the timelines stated in this request. In addition, your proposal should include the services to be provided by your firm, your hourly rates, with a not to exceed design cost estimate (include hours and assumptions used to arrive at engineering fee) for the preparation of theseplans. Expense estimates should also be included with your proposal. The City's professional services agreement will be required. This process will not involve interviews with the prospective firms unless deemed necessary by the City to make a final selection. It is anticipated the construction inspection services will be completed by the City. PROJECT DESCRIPTION / SCOPE OF PROJECT The City of Urbandale has an existing Urbandale Signage Master Plan and has previously installed Community Entrance Signage for the following locations: 100 th Street at Hickman Road, 156 th Street at Maple Drive, 100 th Street at I-35/80, Meredith Drive at I-35/80, 86th Street at I-35/80, 100 th Street at 54 th Avenue, NW Urbandale Drive at Plum Drive, 104 th Street at Hickman Road, and 128 th Street at the north corporate limit. The consultant would be expected to consider the Master Plan and design signs for two separate construction plans at the locations below. Signs in these Phases include the following locations: Phase 5 o 128 th Street at Hickman Road o 142 nd Street at Hickman Road o 170th Street at Meredith Drive Phase 6 o Hickman Road at East Corporate Limits o 70th Street at Hickman Road o 73rd Street at Hickman Road Related project items include grading, landscaping, utility coordination, working with the Iowa Department of Transportation, and associated permits. It is anticipated all work will take place within the existing right-of-way. RESPONSIBILITIES OF THE CONSULTANT: o Perform all surveying work necessary to prepare design plans described above based on the City of Urbandale's horizontal and vertical control. Survey to determine existence of property pins along the project. o Work from the existing Master Plan to design monuments at the selected locations. o Perform field review of all proposed monument locations to recommend exact location and appropriate sign size. o For all signs, consider best location for visibility, sight distance, and context to adjacent buildings and signage. o For Phase 6 70 th Street at Hickman Road, present at least two concepts for proposed "post-mounted sign" or alternate selection from the Master Plan. o Prepare an engineer's opinion of estimated construction costs with each submittal. o Attend meetings with City staff during the design phase of the project. We are estimating a minimum of 2 meetings (kick off and concept plan review). The Consultant may include additional coordination meetings if desired or anticipated. o Provide check plans for review. o Prepare detailed construction plans, specifications, initial SWPPP document, and contract documents utilizing applicable design standards. Provide final plans ready for letting: two sets of 11x17 plans and a PDFset. Furnish completed originals for the project, including all design details, drawings, cost opinion, project specific specifications, and contract documents. o Plans shall be produced with CAD (software must be compatible with MicroStation). o At the completion of the project, the Consultant shall furnish a complete copy of all design calculations, correspondence, and all CAD files for the plans to the City. o Attend and assist in conducting a preconstruction conference with the City, the successful Contractor, Utility Companies, and other interested agencies. Provide minutes of the preconstruction and utility coordinationmeetings. o Coordinate with Iowa Department of Transportation for approval of locations. o Provide any special provisions. RESPONSIBILITIES OF THE CITY: o Provide existing "Urbandale Signage Master Plan" (included with RFP Documents). o Participate in field review to guide development of work and scope. o Review and provide input on the consultant's concept, check, and final design plans in a timely manner. o Provide general information concerning the alignment and extent of the right-of-way for this project. o Make payments for engineering/design services within 30 days of receiving an acceptable invoice. o Prepare and negotiate temporary easement documents, if needed. o Pay permit fees to DNR, etc. o Solicit Geotechnical Services, if needed. o Provide general specifications and "front end documents" for the contract documents. o Advertise and solicit bids. o Provide contract administration and construction inspection. TENTATIVE PROJECT SCHEDULE, Schedule assumes that both phases will run concurrently thru Check Plan Submittal. Consultant may propose additional submittals, alternate schedule for Phase 6 plans, or accelerated timeline.
