The Missouri ARPA Community Revitalization Grant Program awarded Adair County, in partnership with the City of Kirksville a grant for the construction of the Adair County Regional Community Room for the purpose of holding educational meetings for disproportionately impacted communities and small business in Adair and surrounding counties to discuss revitalization, renovation, and expansion opportunities. There currently is no public space large enough to hold regional meetings of this caliber. In September 2024, Adair County assigned its rights and responsibilities of this $0.616 million award to the City of Kirksville in administering the grant, as the City will be providing the funds for completion. The primary focus of the project is to provide educational training to landlords/property owners regarding neighborhood revitalization, affordable housing and beautifications opportunities, as well as provide educational training to affected small businesses regarding retention, renovation, and expansion opportunities. Many of the local businesses, property owners and landlords have struggled to keep their rental properties and businesses alive and need guidance to reinvigorate their communities. There are no public facilities available that are large enough to hold these educational meetings, and a facility built on a vacant lot in an area of town surrounded by mobile home parks, senior housing, and industrial facilities would bridge the gap and provide for the revitalization of a vacant, run down part of town, raise property rates, and provide resources to disproportionately affected communities and businesses. Due to COVID and the resulting lockdowns, many annual events that brought visitors to Kirksville/Adair County were canceled and have not been re-established, like the annual Scottish Highland Games after 23 years. The City lost more than 3 million dollars alone in 2020 due to the pandemic, and reductions in occupancy rates resulted in an overall loss of lodging tax revenue of 22%. Several lodging facilities closed, another one sold, and tourism events were canceled. These negative lodging numbers correlate to loss of revenue in other tourism-related, service, restaurant, and retail entities. These losses have resulted in changes in business operations, like the elimination of boat rentals by the concessionaire at Thousand Hills State Park. The project is included in the city's 2025 Capital Improvement Program (CIP). As of February 18, 2025, per owner, architect has been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
