Recycling Processing and Transfer Station Operation, Hauling, and Disposal Services Questions Due Date: Feb 21st 2025, 5:00 PM CST Online Portal Contact Information: Lindsay Jarrett, LMJarrett@olatheks.gov. The City of Olathe (City) is requesting proposals to Process the City's Recyclable Material (Service Option 1) and operation, hauling, and Disposal of Solid Waste received at the City's Transfer Station (Service Option 2). The City has a current contract for Recycling Processing Services which expires on December 14, 2025 and a current contract for Transfer Station Operation, Hauling, and Disposal Services which is up for optional renewal on September 31, 2025. The City reserves the right to renew its current contracts or to award and enter into a new contract/s for Recycling Processing Services and/or Transfer Station Operation, Hauling, and Disposal Services based on this RFP. The City currently collects approximately 9,000 tons of Recyclable Materials annually from its residential curbside and commercial collection and drop-off Recycling programs. Recent audits provided an average Contamination rate of 7 to 12 percent. Additional details for the Recycling Processing Services scope of work are included in Section 4. The City-owned Transfer Station accepts approximately 100,000 tons of material annually. Two-thirds of the tonnage received is from City's residential and commercial Solid Waste collection programs. The remaining tonnage received is from external customers. The City anticipates an expansion to the Transfer Station will occur in the next five (5) years due to increasing tonnage received. Additional details for the Transfer Station Operation, Hauling, and Disposal Services scope of work are included in Section 5. The purpose of this section is to define the initial term and available optional renewal terms for the Recycling Processing Services and Transfer Station Operation, Hauling, and Disposal Services contract(s) to be awarded in response to this RFP. The City is requesting proposals for multiple potential Contract term lengths including approximately (3) three years and (5) five years with the City having the option to renew for up to two (2) additional five (5) year renewal terms. The City reserves the right to extend the Contract under the same terms and conditions from date of expiration provided such extensions are mutually agreeable to the City and the Contractor and if funds are available to support the continuation of the contract. To exercise an optional renewal term, City shall provide written notice to the Contractor(s) not later than ninety (90) calendar days preceding the scheduled date of expiration of the City’s intent to exercise the renewal term. The Contract or any portion thereof, shall not be sublet without the written consent of the City of Olathe.
