The work is generally described as follows: The construction of an earthen embankment dam, spillway systems, raw water pumping facilities, and raw water pipelines. The proposed dam will be located on Parks Creek in unincorporated Jackson County, Georgia approximately 4-3/4 miles northeast of Jefferson, Georgia. The proposed reservoir will be supplemented by pumping water from the North Oconee River. Approximately 8,300 linear feet of raw water main will be required from the intake and pump station located at the North Oconee River to the proposed reservoir. A raw water intake and pump station will also be located at the proposed reservoir to withdraw water. Approximately 1,800 linear feet of raw water main will be required from the reservoir intake within the reservoir to a future water treatment plant on the southwest side of the dam. The proposed dam will have a maximum height of approximately 97 feet above the existing stream channel and a crest length of approximately 1,170 feet. The construction of this embankment is expected to require on the order of 500,000 cubic yards of zoned earth fill. The earthen embankment dam will also include the construction of an internal drainage system consisting of a chimney drain, trench drain and blanket drain. The principal spillway will consist of a 91-foot-tall reinforced concrete riser, 4 feet by 7-1/2 feet in interior plan dimensions, with a 420-foot-long prestressed concrete cylinder The City reserves the right in its discretion to reject any or all bids and to waive technicalities and irregularities. The City further reserves the right to reject in its discretion the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive. The City may also reject the Bid of any Bidder if the City believes that it would not be in the best interest of the project to make an award to that Bidder. The City also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder Each bid must be accompanied with a BID BOND in an amount equal to 5% of the base bid, payable to the Owner and issued by a Corporate Surety authorized to do business in the State of Georgia. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted The successful Bidder for the Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
