Reference Number 0000376816 Job Location: Thornton, CO Thornton reserves the right to qualify Respondents based on company size, type of work, past and present, previous experience, and other factors as Thornton deems appropriate. Thornton will limit the number of Qualified Respondents that may be prequalified to four (4) Respondents. Thornton's intent is to qualify Respondents based on their demonstrated past performance on water treatment facility construction and providing CMAR and/or related services. At time of selection of qualified Respondents, Thornton will request proposals for CMAR Services from selected Respondents. Please view additional requirements which are outlined in this Request for Qualifications (RFQ). Project Description: This Project includes CMAR Services for a new Per- and Polyfluoroalkyl Substances (PFAS) treatment facility at the Thornton Water Treatment Plant located at 920 Thornton Parkway, Thornton, CO 80229. The Project as currently conceptualized is documented in the Conceptual Design Report attached under separate cover as Appendix G. Thornton has contracted with Brown and Caldwell as the Design Professional and has initiated the design of the proposed facilities. The Contractor's Scope of Work ("Work') consists of providing CMAR Services from Design and Pre-Construction through the completion of the Warranty Correction Period. The Contractor's responsibilities related to Thornton's Design Professional services are to evaluate alternate materials, systems, and equipment for cost, quality and availability, perform constructability reviews, prepare cost estimates, develop Project schedules, and suggest and analyze value engineering suggestions. During Pre-Construction, the Contractor is generally responsible to develop the overall Project schedule, recommend phasing, sequencing, and early work packages, prepare construction cost estimates, recommend alternate materials and systems to keep the Project cost within Thornton's budget, and perform constructability reviews. Thornton requires the Contractor to be a licensed General Contractor experienced in provision of CMAR (or related) services for water treatment plants and with the capability to self-perform with its own labor and equipment a portion of the construction Work. At Thorton's discretion, Contractor may be required to self-perform with its own labor and equipment installation of buried piping, structural concrete, process piping, process equipment, and other Scopes of Work. Except for approved self-performed Work and Work by pre-approved Key Subcontractors, the Contractor is required to competitively bid to buy out the various elements of the Work from independent Subcontractors. The selected Contractor, after contract execution, may propose pre-qualified Key Subcontractors that it believes are critical for the successful completion of the Project for Thornton's approval. No subcontractors shall be included in the Respondent's team and proposed at this time. All questions regarding the RFQ shall be directed in writing to Dennis Laurita, Contracts Supervisor, via email at Dennis.Laurita@thorntonco.gov. Thornton reserves the right to reject any and all SOQs, in part or in whole, and to shortlist the most responsive and responsible firms as deemed in the best interest of Thornton; further, the right is reserved to waive any formalities or informalities contained in said SOQs.
