Mark all emails with Solicitation No. 6973GH-25-R-00078 The Federal Aviation Administration (FAA) has a project at ATLANTA AIR ROUTE TRAFFIC CONTROL CENTER Abate Rust, Remove Louvers and Infill on the ATL ARTCC Building Atlanta Air Route Traffic Control Center (ZTL). It is anticipated that a stand-alone contract with Firm Fixed-Price pricing arrangement will be awarded because of this solicitation. The NAICS code applicable to this requirement is 238210. Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Per 3.2.2.3-63 SITE VISIT (CONSTRUCTION)(JUL 2004), a site visit is scheduled for 20 The FAA Atlanta Air Route Traffic Control Center (ATL ARTCC) Automation Wing contains two nonfunctional louvers that need to be removed and replaced with brick and block infill. The louvers must be accessed from the roof of the ARTCC building. The brick wall adjacent to each louver has been stained by rust material from the louvers. The rust material and source of rust material needs to be abated/removed. The contractor shall furnish necessary equipment, materials, labor, and supervision to perform the following work at the Atlanta ARTCC, a Federal Aviation Administration (FAA) navigational control facility located at 299 Woolsey Road, Hampton, Georgia 30228. Work within this statement of work will require escort, and possibly badging requirements, which might include background checks for all onsite personnel, and must be coordinated with the FAA Contracting Officer's Representative (COR) in advance. 1. The worksite for this statement of work is located on the roof of the Atlanta ARTCC building. Contractor responsible for determining the transport logistics for scaffolding, construction supplies and equipment to worksite. All material transport must be coordinated with the COR. 2. Contractor shall remove and properly dispose of two (2) louvers identified in Figure 1. Each louver is approximately 4 ft. X 7 ft. (Contractor shall field verify all dimensions). 3. Contractor must abate rust material on brick wall. Contractor must provide the product data sheet for cleaning product used on brick. It is the FAA's intention to completely clean/abate existing brick of rust material defacing the building. Contractor must be responsible to clean all rust material from brick surrounding the louver shown in Figures 2, 3 and 4. 4. Contractor must install brick on building exterior to fill openings where louvers were removed. The brick must match existing brick, in size and shape, as closely as possible. Typical wall diagram shown in Figure 5. (Submittal required for brick) 5. Contractor must provide a 12" x 12" mockup of brick front, utilizing approved brick and mortar mix, before proceeding with brick front installation. Mockup must be approved by COR. 6. Contractor must install hollow concrete masonry units (CMUs) in the wall opening where louvers were removed. See Figure 5 for typical brick and concrete block wall diagram. Concrete masonry units must consist of the following: a. Hollow concrete block, 2 core, shall conform to ASTM C90, lightweight, grade N, type I with minimum compressive strength of 2000 PSI on the net area. b. All masonry mortar must conform to ASTM C270, type S c. Masonry must laid in running bond d. Submittal required for concrete masonry units 7. Concrete block must be grouted and reinforced with #4 steel rebar. For 2 core block, alternating cores must be grout and steel reinforced. Grout must conform to ASTM C476 and aggregate material must conform to ASTM C404. The grout must have a minimum compressive strength 2000 PSI. Submittal required for grout and aggregate materials. 8. Hook & eye wire ladder joint reinforcement and wall ties must be installed on alternating rows/courses of CMU. Hook & eye ladder reinforcement must consist of the following: a. Wire ladder reinforcement must be a minimum of 9 gage (H&B 270-2X or approved equal) b. Installed 16" on center c. Sized to correspond to insulation thickness d. Submittal required for hook and eye wire ladder and wall ties 9. Brick and block mortar must conform to ASTM C270, type S. (Submittal required) 10. Existing lintels supporting the nonfunctional louver can remain in place to prevent damage to adjacent brick and shall be coated with a commercial grade rust prevention coating. Low to no VOC preferred (Submittal required) 11. Contractor must install new weep vent inserts in bottom course of brick, at 24" on center. A waterproof membrane flashing must be installed on bottom course of new brick, below the new weep vents. See Figure 5. (Submittal required for waterproof membrane flashing) 12. Contractor must install industrial grade rigid insulation for use in mechanical environments in the wall openings. Contractor must install a vapor/moisture barrier suitable for use in mechanical environments. (Submittal required for insulation and vapor/moisture barrier materials) 13. Contractor must apply block primer and a minimum of two coats of paint on interior concrete block. Paint color must match existing paint or color must be approved by COR. (Submittal and material safety data sheet (SDS) required for paint and primer) 14. Construction scaffolding is required to perform this work. Scaffold platforms must be fully planked, or decked and have adequate guardrails, midrails and toe boards in accordance with OSHA requirements. Contractor must place scaffold on neoprene gasket or rubber mat to protect building roof (see Figure 7). Contractor will be responsible for any damage to roof caused by scaffold or otherwise. 15. Aerial lift equipment and/or hoist equipment is required to transport equipment, supplies, scaffold, etc. to the worksite on the building roof. 16. A construction phasing plan submittal is required for the work to be accomplished in this statement of work. This plan must include a detailed project schedule and phasing plan, scaffolding safety plan, fall protection and worksite safety plan. 17. The Contractor must ensure area where the louvers are removed is protected overnight with plywood or other material approved by COR. The Atlanta ARTCC Building must not remain open overnight and must be protected from weather elements and possible animal entry when Contractor is not present at the worksite. 18. Contractor must coordinate mobilization and staging procedures with the COR. Subject activities must impose minimum disruption to facility operations. 19. Construction staging, deliveries, storage, and handling of materials must be field coordinated with the COR. 20. Contractor must properly barricade work site; provide proper signage; and redirect traffic where deemed appropriate. Coordinate these efforts with COR and Enroute Facilities personnel. 21. Contractor must provide a temporary portable toilet for Contractor personnel for the duration of the project. Location of portable toilet must be approved by the COR. 22. Contractor shall maintain a clean and organized site during construction. All construction debris must be removed from Atlanta ARTCC facility to an offsite disposal facility. Upon passing final Construction Acceptance Inspection (CAI), Contractor must clean up and demobilize without disruption. February 2025 at 1400 EST at 299 Woolsey Road Hampton, GA 30228. Provide the name of attendees to the Contracting Officer prior to Site Visit. Any responses received after the time specified may not be considered in accordance with AMS Provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. Between $50,000 and $100,000.00 *The value for this project is based on a financial range.
