Amendment 0001 posted on 24 February 2025 See formal SF30 Amendment titled "6973GH-25-R-00046 Amendment 0001" in the attachments/links section. This amendment makes changes to the solicitation as detailed on page 1 of the amendment which states: The purpose of Amendment 0001 is to do the following: 1) Change the buyer from Joel Scott to Samantha Pearce (samantha.a.pearce@faa.gov) 2) Extend the due date from 28 February 2025 to 14 March 2025 at 1700 CT 3) Incorporate AMS Clause 3.2.2.3-67 SPECIAL PRECAUTIONS FOR WORK AT OPERATING AIRPORTS (JUL 2024) 4) Incorporate AMS Clause 3.6.6-3 CONTRACTOR POLICY TO BAN TEXT MESSAGING WHILE DRIVING (JUL 2023) 5) Change the Period of Performance after issuance of Notice to Proceed from 30 days to 15 days. 6) All other terms and conditions remain unchanged and in full force and effect. All offerors are required to acknowledge amendment 0001 on page 2 of the SIR or provide a signed copy of the amendment (SF30) with their bid submission. If this amendment is not acknowledged or signed, the bid will be considered non-responsive. Note: The FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS). The Federal Aviation Administration (FAA) has a REPLACE 4-INCH SANITARY SEWER PIPE IN ZTL AUTOMATION BASEMENT at 299 Woolsey Road Hampton, GA 30228. It is anticipated that a stand-alone contract with Firm Fixed-Price pricing arrangement will be awarded because of this solicitation. The NAICS code applicable to this requirement is 237110. Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. All questions regarding the project/specifications/plans must be received in writing (Joel.E.Scott@faa.gov) no later than 3:00 p.m. CDT, 1 week prior to the closing date to allow for responses to be provided prior to due date for receipt of proposals. Per 3.2.2.3-63 SITE VISIT (CONSTRUCTION)(JUL 2004), a site visit is scheduled for 20 February 2025 at 1000 EST at 299 Woolsey Road Hampton, GA 30228. Provide the name of attendees to the Contracting Officer prior to Site Visit. Any responses received after the time specified may not be considered in accordance with AMS Provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. The FAA Atlanta Air Route Traffic Control Center (ATL ARTCC) includes a wing that houses the Automation Systems for the facility. There is an existing 4" sanitary sewer pipe located in the basement of the Automation Wing. The pipe is part of the sanitary sewer system for the ARTCC facility. The existing pipe is cracked, allowing sewage smells to migrate into the space. Steps have been taken to mitigate this smell by wrapping the pipe. The damaged section of pipe needs to be replaced. The contractor shall furnish necessary equipment, materials, labor, and supervision to perform the following work at the Atlanta ARTCC, a Federal Aviation Administration (FAA) navigational control facility located at 299 Woolsey Road, Hampton, Georgia 30228. Work within this will require escort, and possibly badging requirements, which might include background checks for all onsite personnel, and must be coordinated with the FAA Contracting Officer's Representative (COR) in advance. 1. Remove and dispose of approximately 75 feet of 4-inch sanitary sewer pipe located in Room B149 of the Automation Wing. (All dimensions shall be field verified by contractor) 2. Install approximately 75 feet of new sanitary sewer pipe. Pipe material shall be cast iron with no-hub fittings. Installation must include required no hub husky bands, clevis hangers and other hardware required for a complete replacement of the 75-ft. section of damaged pipe. The existing pipe fittings are 4-inch Victaulic couplings. 3. There are logistical items that must be considered for assembling and constructing this section of new pipe: a) The existing pipe is fed by both pressurized (lift station) and unpressurized (gravity drain). b) Deactivating the lift station addresses part of the inputs. Contractor, with support from FAA, shall be responsible for determining inputs to allow for replacement of existing pipe. c) Toilet facilities impacted by potential outage is uncertain. If bathrooms are removed from service, nighttime work is required. d) Work may require septic pump truck onsite to pull off lift station before pumps engage. All interested contractors are Highly encouraged to view the site conditions prior to bidding. A site visit must be coordinated with the FAA Point of Contact. All expenses for the recommended site visit shall be the responsibility of the contractor. The U.S. Government shall not reimburse any expenses incurred for the purpose of soliciting bids for this contract. The FAA COR will conduct a Construction Acceptance Inspection at the completion of the project to ensure that all items of the contract have been fulfilled and that the site has been cleaned of debris.
