The City of Lancaster Public Works Department is seeking formal proposals for reconstruction of a portion of Elders Drive Alley. Question Cuttoff Date & Time 3/10/2025 2:00:00 PM (CT) The alley reconstruction project involves the total reconstruction of the Elders Drive alley from Bluegrove Road to 1445 Elders Drives. All work and materials shall be in accordance with the current City Standard Construction Details and General Construction Design Manual. For the project, details on Sheet 8 of the Standard Construction Details shall be followed. Specification: Contractor shall reconstruct the alley with 8" of 4000 psi reinforced concrete. If hand poured the concrete shall be of 4500 psi, with number 4 reinforced bars at 24-inch centers or number 3 bars at 18-inch centers both ways, on top of a 6" flexible base material, on top of a layer of 8" lime stabilized subgrade compacted to at least 95% standard proctor density at 0 to +4% optimum moisture (NCTCOG Item 301.1.1.3) with an estimated 6% lime slurry (36 lbs. per square yard) or 6-inch of flexible base material. (The alley may have been lime treated in the past and the contractor can propose for City's approval the use of cement treated base in place of the 6% 8" lime treated stabilized subgrade layer). Project Delivery o The contractor shall provide all labor, materials, tools, and equipment necessary to complete the work as described in the line items below. o All work shall be completed in accordance with the City of Lancaster's standard details and specifications. o Traffic control plans for all reconstruction work activities needs to be produced and provided by the contractor. o The contractor is responsible for all related permits o The contractor is responsible for all geotechnical, construction and materials related testing for QA/QC as per City of Lancaster standard. Project Scope: Contractor should provide a total project cost as a not to exceed (NTE) amount for each street. Contractor is also required to submit an itemized cost breakdown for each individual project. It should be noted that the total project cost as a not to exceed (NTE) amount will be the legally binding amount for these projects. The City will not pay more than the contracted NTE amount for any project under any circumstances.
