Site work, paving and renovation of a mixed-use development in Hickory, North Carolina. Completed plans call for the renovation of a municipal facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The City of Hickory, North Carolina ("City") is seeking to hire a qualified Construction Manager at Risk firm ("CM@R") to provide preconstruction and construction management services for a portion of a +/- 24.51-acre Catawba River Environmental Education Center project. The project is on three parcels owned by the City of Hickory, said parcels are in Burke County and are identified as PIN: 2783788894, 2783886713, and 2783785060. The Center will include space for public and private events, indoor and outdoor classroom space, exhibit areas, gift shop, kitchen, area for cafe seating, parking lot, garden pavilion, water access and creek pavilion, and other amenities. Through this Request for Qualifications ("RFQ"), the City is seeking Qualifications Statements from interested and qualified firms. An aerial survey is provided at the end of this document detailing the location of the proposed new building, as well as a preliminary layout generated from the currently underway programming study. The specific scope of work for the selected CM@R for the Project will be defined in the construction management agreement. However, at a minimum, the following services are required of the CM@R: Provide preconstruction phase services, including cost estimating, life-cycle cost analysis, value engineering, BIM-driven conflict resolution, constructability reviews, scheduling, phasing plans, etc. o Provide and maintain Request For Information ("RFI") and submittal logs for the project accessible by owner / architect / contractor. o Assistance with preparation of Preferred Alternate's evaluations with the design team, McMillan Pazdan Smith ("MPS") and /or for potential presentation to Hickory City Council. o Develop and maintain a master project schedule with special attention given to materials with long lead times in terms of procurement, shop drawings, submittals o Prepare and maintain a cash flow analysis o Define and prepare scopes of work for bid packages o Develop site management and safety plan o Provide construction management and general contracting services o Develop a phasing and sequencing plan o Establish and maintain quality control standards o Provide Guaranteed Maximum Price(s) ("GMP(s)") Written questions regarding the RFQ must be received via email at yfox@hickorync.gov with the subject line "Catawba River Environmental Education Center RFQ Question" by 12:00 PM on February 28, 2025.
