The Town of Monticello, Mississippi, requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of the Town of Monticellos U.S. Department of Housing and Urban Development (HUD) FY 2024 Economic Development Initiative (EDI) Community Project Funding (CPF) Grant ENGINEER: The Engineer will be responsible for preparing project cost estimates and preliminary design documents, if required, and will provide all engineering services through project closeout in accordance with federal, state and local laws, regulations, and policies. The scope of work includes, but is not limited to, the following: 1) prepare plans and specifications, 2) distribute bid documents, 3) assist in bid opening and prepare bid tabulation, 4) assist in the execution of construction contracts, 5) hold pre-construction conference, and 6) perform construction inspection including periodic reports to the Town and approve all payment requests. The contract will be on a lump sum basis. The Town of Monticello is an Equal Opportunity Employer. The Town encourages Minority-owned Business Enterprises (MBEs) and Woman-owned Business Enterprises (WBEs) to submit proposals. The Town also encourages Section 3 eligible businesses to submit proposals. The work to be performed under this contract may be subject to the requirements of Section 3 of the HUD Act of 1968, as amended, and its associated regulations (24 CFR Part 75). Section 3 regulations require that, to the greatest extent feasible, opportunities for contracting, subcontracting, training and employment arising in connection with the Town of Monticellos HUD EDI CPF grant will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers. All proposals must be submitted in a sealed envelope and marked with the following language: Proposal for Engineering Services HUD EDI CPF Grant. Those desiring consideration should submit proposals by the time and date state above and must include the following: Qualifications - List of qualifications of each staff person to be assigned to project; Experience - Information regarding the experience of the firm. This should include types of projects undertaken. Capacity for Performance - Identify the title of staff assigned to provide services. Proposals will be rated on the following system to determine the best offeror: Qualifications (40 points), Experience (40 points), and Capacity (20 points); Total 100 points. Proposals will be reviewed by a selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the Board to be the most advantageous to the Town, price and other factors considered. The contract will include the scope and extent of work and other essential requirements. The contract will be on a fixed price basis. The Town of Monticello reserves the right to reject any and/or all proposals. The method of Contractor Selection has not been Determined at this time.
