the Snow Removal Equipment (SRE) Displacement Plow Procurement at the Sioux Gateway Airport / Brigadier General Bud Day Field. Each bid must be made on a form furnished by the City and must be accompanied by a bid bond, a cashier’s check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid. The bid security of the Successful Bidder will be retained until such Bidder has executed the Agreement, furnished the required contract security and met the other conditions of the Notice of Taking Bids and Instructions to Bidders. The contract will be awarded pending approval of the Federal Aviation Administration Grant for this project. The contractor will agree to hold their bid pricing until May 2025. Sioux City, Iowa The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26 – Regulations of the Office of Secretary of Transportation, to subcontract 2.7% of the total dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals Disadvantaged Business Enterprises (DBEs). The apparent successful bidder will be required to submit information concerning the DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so This project has a start date of May 2025. Work shall be completed within 500 calendar days. The contract will be awarded to the lowest responsive, responsible bidder determined by the Base Bid. However, the City reserves the right to reject any or all bids, re-advertise for new bids and to waive informalities that may be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa and to Iowa domestic labor.
