Renovation of a water / sewer project in Hartwell, Georgia. Completed plans call for the renovation of a water / sewer project.
City of Hartwell (Owner) is requesting Bids for the construction of the following Project: Water Treatment Plant Emergency Generator Set The Project includes the following Work: Construction of concrete pad, purchase and installation of natural gas emergency generator set, general electrical work including interconnection of the generator to an existing automatic transfer switch, extension of natural gas line, and startup/loading testing of the generator set. Bids are requested for the following Contract: BRIC-EMA-2022-BR-015-0011 Water Treatment Plant Emergency Generator Set This project is being funded in part by a grant from the Georgia Emergency Management and Homeland Security Agency and administered by the Georgia Mountains Regional Commission (GMRC). Bidders must comply with all applicable state and federal requirements identified in the Bidding Documents. Bidders must provide a 5% bid bond. Bidders must also make positive efforts to use small and minority firms, women's business enterprises, and labor surplus area firms when possible. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Acts (IIJA), Pub. L. 117-58 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. This project is subject to the Copeland Act (40 U.S.C. 276c and 18 U.S.C. 874), and the Contract Work Hours and Safety Standards Act (40 U.S.C.327-333) regarding labor standards for federally-assisted construction sub-agreements. Bidders must also make positive efforts to use small, minority, and women owned businesses and to offer employment, training and contracting opportunities in accordance with all applicable federal, state, and local, laws and ordinances. The City is committed to providing all persons with equal access to its services, programs, activities, education and employment opportunities regardless of race, color, national origin, religion, sex, familial status, disability or age. The owner reserves the right to waive any irregularities, or to reject any or all bids. No bidder may withdraw its' bid within 90 days after the actual date of the opening thereof. The deadline for questions is COB 3/25/2025 QA A construction budget is not available. No Davis-Bacon Wages and Certified Payroll not required. Commencement date Approximately 60 days after bid opening. Drawings have been submitted to the building department. No building permit fees. An electrical permit will be needed, and it is the contractors responsibility to pay fees. The referenced breaker should be located in the generator and is sized and installed by the Gen Set Manufacturer. If the Contractor supplied generator does not have a built-in breaker the Contractor needs to install a standalone enclosed breaker between the Gen Set and ATS as shown. The Arc Flash Requirement comes from the version of the NEC adopted by the state at time of installation. The Contractor shall refer to the most recent version of the NEC the state of Georgia has adopted. It is the responsibility for the Contractor to comply with all state and local code requirements. Beyond the code requirements, it is good practice to protect workers and ensure breaker coordination to avoid nuisance breaker trips.
