THE PROJECT is planned to be constructed during the Spring months in 2025 and generally consists of the rehabilitation of the Runway 8 End Approach Blast Pad (200' length x 150' width) per FAA specifications, including, but not limited to, asphalt cold milling, tack coat, and asphalt overlay, among other related items of work. PROPOSALS shall be accompanied by a proposal guaranty in the form of a bid bond executed by a reliable Surety Company, or a certified or cashier's check drawn on a National Bank or a bank having membership in the Federal Reserve System. The proposal guaranty shall be in an amount not less than five percent (5.0%) of the total amount bid made payable without recourse to the Fort Smith Airport Commission as a guarantee that the Bidder will enter into a contract, including execution of payment and performance bonds, within ten (10) days after notice of award of a contract by the Owner. The successful bidder must furnish a payment and performance bond upon the form provided in an amount equal to one-hundred percent (100%) of the total contract price from an approved surety company licensed in the State of Arkansas to act as a surety, or other surety acceptable to the Owner. The Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth in Required Contract Provisions. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade: 5.6% Goals for female participation in each trade: 6.9%. These goals are applicable to all of the Contractor's construction work (whether or not it is Federal or federally assisted) performed in the covered area.
