Bids are invited upon the several items and quantities of work as follows: Grantee will receive $1,500,000.00 in Community Development Block Grant (CDBG) Public Infrastructure grant funds on to construct the replacement of water mains with 3,178 linear feet of 6-inch PVC water main, and 461 linear feet of 8-inch water mains within the eastern portion of the corporate limits of the City of Abingdon in Knox County. A certified check or bank draft, payable to the order of Bruner, Cooper & Zuck, Inc., negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The City of Abingdon reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Abingdon for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
