Site work and renovation of a road / highway in Newington, Connecticut. Working plans call for the renovation of a road / highway; and for site work for a road / highway.
The Connecticut Department of Transportation (CTDOT) is seeking to engage a Construction Manager to execute a Construction Manager at Risk (CMAR) contract for preconstruction services and construction of the subject project. The Project is located at the following locations: o Union Station - 50 Union Avenue, New Haven, CT 06519 o State Street Station - 259 State Street, New Haven, CT 06510 The Project will include but not be limited to pre-construction design review and oversight of construction activities to transform the existing Union Station into an iconic landmark by incorporating an architecturally significant, full yard coverage canopy roof system and complete replacement of all platforms, including select trackwork modifications. Additionally, at the State Street Station, work will include the replacement of the existing Court Street bridge with a new pedestrian only bridge accessed by a new stair and elevator, track re-alignment and replacement of the center island platform and canopies. At both sites, all associated canopy systems will be replaced, including but not limited to communications, IT infrastructure, ventilation, security, fire protection, emergency egress, Variable Message Signs (VMS), signage, platform amenities, PA, lighting and emergency backup power. Goals for the project will be: o Maintain railroad service and operations for an active construction site while minimizing inconvenience to the traveling public and railroad operations by leveraging track outages and consolidating concurrent activities during construction. o Achieve successful collaboration and communication between CTDOT, the CMAR, the Designer, third parties such as Amtrak, Metro-North railroad, and City of New Haven, and other stakeholders throughout the Preconstruction and Construction Phases. o Maximize cost effective solutions. o Minimize, to the extent practicable, construction-phase risks that negatively impact successful Project delivery. o Provide an aesthetically pleasing and iconic structure that provides an improved user experience and reduces impacts to the elements. o Provide recommendations and innovations that improve the life cycle performance of the Project. o Achieve incident free completion of the Construction Work. o Adherence to the Project's quality requirements to reduce CTDOT need for oversight. o Increase value to CTDOT through integrated involvement, proactive problem solving and input to the decision-making process throughout all phases of the Project. o Deliver the Project on or ahead of the planned schedule. All interested parties must comply with the document entitled "Construction Manager At Risk (CMAR) Request for Qualifications (RFQ)" for State Project Number 0301-0522 Union Station and State Street Station Platform and Canopy Replacement Project in New Haven, CT. This solicitation will be open to all construction contractors prequalified by Connecticut Department of Administrative Services (CTDAS) for CMAR Group "C" and who qualify for the Estimated Construction Cost of $300 to $350 million in comparison to CTDAS Aggregate Capacity *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor is hereby notified that a Project Labor Agreement (PLA) will be required for this Contract. Construction firms interested in participating in the selection process that do not hold the prequalification stated above with CTDAS should initiate the prequalification process as soon as possible. All inquiries regarding the RFQ shall be in accordance with the method identified in said document.
