The Project generally consists of work necessary to replace existing sanitary sewer within the City of Sturgis. The project generally consists of approximately 3,500 linear feet of sanitary sewer pipe replacement consisting of various pipe sizes, removal and replacement of approximately 25 manholes, reinstalment of approximately 31 sewer service connections, rehabilitation of 3 existing sanitary sewer manholes by the spin-cast method, traffic control, bypass pumping, surface restoration, and related work. The fair share objective of this project is 1.5% MBE's and 2.4% WBE's. Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the office of the City Finance Officer, Sturgis, South Dakota. Each bid must be accompanied by a certified check, cashier's check or a bank draft drawn on a State or National Bank for five percent (5%) of the amount bid, payable to the City of Sturgis, or in lieu thereof, a bid bond for ten percent (10%) of the amount bid by a surety authorized to do business in the State of South Dakota, payable to the City of Sturgis, as a guarantee of the bidder entering into a Contract with the City of Sturgis for the Dudley Corridor Sanitary Sewer Replacement project. The checks of all unsuccessful bidders will be returned within thirty (30) days after the bids have been opened. Only Bids that are accompanied by such a Bond will be considered. All Bids will be made on the basis as outlined in the Bid Form. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. The Contractor shall be able to demonstrate that he has successfully completed municipal utility work of a similar nature and scope as that required for the project. No Bidder may withdraw their bid for a period of thirty (30) days after the bid opening. Document Note: Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m. local time, and may obtain copies of the Bidding Documents from the Issuing Office. Question Deadline 03/06/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bidder's target percentage of DBE participation shall be 3.4% for MBE and 6.9% for WBE. The fair share objective of this project is 1.5% MBE's and 2.4% WBE's.
