The Port of Grays Harbor is construct a wetland mitigation on a vacant Port-owned property on the south shore of Grays Harbor, offsetting impacts to wetlands associated with construction at the main T4 Expansion Project site. This contract is one component of the Ports broader Terminal 4 Expansion & Redevelopment Project which also includes work, performed by others through separate previously bid contracts. Work items m this contract include TESC site survey clearing and grubbing excavation log installation water diversion soil preparation and native plantings. Award will take into consideration the lowest total base bid price to provide the services sped field along with qualifications and experience of the bidder and the Ports budget capability. All bid proposals shall be accompamed by deposit in cash certified check, cashiers check, or surety bond re an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into a contract and furnish a satisfactory performance bond, the bid proposal deposit shall be forfeited. In accordance with RCW 42.56.100 and Port of Grays Harbor Resolution 2973, the Port makes the following rule: Public Bid Guidelines require that the Port of Grays Harbor maintain the integrity of official bid documents sets, provide swift response when incorporating addenda changes, and communicate in a singular, fair, and equitable manner to registered bidders, This process would interfere with the Port's obligations to maintain the integrity of the bid records if the Port were required to relinquish control over the bid documents during the bidding period. For this purpose, The Port of Grays Harbor has designated Builders Exchange of Washington {BXWA) as the official source of bid packages, which ensures that all bidders receive complete documentation, including all addendum, changes, and clarifications provides prime bidders subcontractors, suppliers, and other interested parties, virtual free-of-charge access to a complete set of project bid documents including the ability to download view, print, order full/partial plan sets from numerous reprographic sources, and free access to an online digitizer/take-off tool. It is recomme1nded Bidder order to receive automatic e-mail notification of future addenda and to place themselves om the Self-registered bidders list. Bidders that do not register will not be automatically notified of addenda and will need to parodically check the on line.
