Renovation of a municipal facility in Aberdeen, Washington. Completed plans call for the renovation of a municipal facility.
Northwest Open Access Network and The Public Utility District No. 1 of Grays Harbor County (District) requires a contractor to provide labor, materials, and equipment to construct A Passive Optical Network (PON) system in the South Elma, Porter and Cedarville area of Grays Harbor County to provide high speed broadband services. Work includes the use of District provided materials as well as that supplied by the Contractor. This project utilizes state and federal grant funds and specific requirements will apply to bid responses. The goal of this project is to build a broadband system to connect subscribers to a Passive Optical Network (PON) system in Grays Harbor County. This project is funded by the WSBO Round 2 Grant and must adhere to the obligations of the grant funded project, included with this proposal. Bidders are asked to provide full engineering, furnish, and installation of each Scope outlined below. It is the intent of the Owner to have the bidder understand the full scope of the project and to include all necessary labor and materials to supply a full turn-key and tested system. The project includes the following discrete projects: o Scope A - Passive Optical Network (PON) Distribution System: o One telecommunications PON cabinet and equipment to be procured and installed at a distinct geographical location. o DC Plant, generator connection and battery backup to be procured and installed at 46.939368, -123.327320. o Scope B - Optical Network Terminals o Optical Network Terminals (ONTs) and enclosures to support outside deployment scenarios for procurement. o Network Interface Device (NID) for outdoor installations o Scope C - Nokia IXR-e2 o Installation of two DC powered Nokia IXR-e2 in provided rack at Elma Location 47.005158, -123.402336 o Power leads terminated to provided fuse panel o Jumpers ran to connect to upstream devices o Scope D - Physical Server for Network Management o Installation of the server in provided rack at Elma Location 47.005158, -123.402336 o Power leads terminated to provided fuse panel o Jumpers ran to connect to upstream devices o Install Network Management system on server o Install DNS system on server o Install Speedtest system on server The awarded contractor shall be registered or licensed as required by the laws of the State of Washington, including but not limited to RCW 39.06 and RCW 18.27. A five percent (5%) bid guarantee in form of a cashier's check, money order, or surety bond must be submitted with a bid. Failure to comply with any part of the solicitation instructions may result in rejection of the bid, quotation or proposal as non-responsive. NoaNet and the District reserves the right at its sole discretion to reject all bids, quotations or proposals received without penalty and not to issue a contract. Washington state prevailing wages are required to be paid for the work performed on this project and are subject to the higher of the prevailing state or federal wage rates (if applicable due to other federal funds are in the project). This project will utilize funds from federal award number CPFFN0145 (ARPA Capital), granted to the Washington State Broadband Office by the U.S. Department of the Treasury. Materials used by a contractor for this project must comply with Domestic Preferences for Procurements (2 CFR 200.322) for their bid to be considered responsive and responsible. Upon Notice to Proceed, awarded contractor will be required to complete each objective of the project within 120 calendar days.
