Project: Misty Lane 1.0 MG Elevated Storage Tank (EST) Location: 5356 Misty Lane, Maxwell, Texas 78656, and ARWA Connection Tank Type: 1.0 MG Composite or Multi-Column Tank Client: County Line SUD (CLSUD) Consultant/Contractor: TBD Inspector Role: Third-party independent quality assurance and compliance inspector Project Description The Misty Lane 1.0 MG Elevated Storage Tank (EST) project involves constructing a 1,000,000-gallon elevated water storage tank, designed as either a multi-column or composite structure. The tank will have approximate dimensions of 75 feet in diameter and 165 feet in height and will be connected to the ARWA (Alliance Regional Water Authority) supply system. Site Conditions & Structural Considerations Existing Grade Change: +-2 feet (estimated using Google Earth) at both the tank foundation pad and across the project site. Final Grade: Yet to be determined but expected to be within 2 feet of the existing grade. Foundation Type: Drilled shafts are the anticipated foundation system for structural support. Load Estimates Estimated Permanent Tank Load: 11,524 kips Wind Moment (Transient Load): 18,380 kips-feet CLSUD aims to mitigate risks, ensure regulatory compliance, and protect its investment in critical water infrastructure by incorporating a third-party independent quality assurance and compliance inspector throughout the construction process of the Misty Lane 1.0 MG Elevated Storage Tank A. SERVICES REQUIRED 1. Inspection Service SOW The inspection services will ensure that all aspects of the Misty Lane 1.0 MG Elevated Storage Tank (EST) project comply with contract requirements, regulatory codes, and industry standards. The inspection will cover the design, site preparation, construction, materials, coatings, mechanical and electrical installations, safety compliance, testing, and final commissioning. The project includes: Construction of a 1.0 MG composite or multi-column elevated storage tank. Connection to the ARWA transmission system. Site improvements including foundation, access roads, fencing, and security features. o Electrical and SCADA integration for remote monitoring. o Disinfection, testing, and commissioning to ensure system readiness. 2. Scope of Inspection Responsibilities A. Pre-Construction Phase o Review of Construction Drawings & Specifications o Verify compliance with all specified standards outlined in the construction plans. o Confirm that all materials, components, and design details meet project requirements. o Permitting & Regulatory Compliance o Ensure compliance with TCEQ requirements for elevated storage tanks. o Verify site environmental requirements such as stormwater pollution prevention plans (SWPPP). o Pre-Construction Meeting Participation o Attend kickoff meetings with CLSUD, ARWA, engineers, and contractors. o Establish reporting procedures and milestone inspection schedules. B. Foundation & Structural Inspections o Soil & Foundation Inspections o Verify excavation depths, soil conditions, and compaction testing per geotechnical report. o Monitor pile installation, rebar placement, and concrete pouring. o Ensure anchor bolt placement and embedment meet design specifications. o Verify compliance with all other specifications outlined in the construction plans for this phase. o Structural Steel & Concrete Erection o Inspect fabrication, welding, bolting, and alignment of tank structure. o Ensure steel meets outlined in the construction plans. o Verify that the concrete pedestal (for composite tanks) is constructed in accordance with the standards outlined in the plans. o Verify compliance with all other specifications outlined in the construction plans for this phase. C. Coating, Painting & Corrosion Protection o Surface Preparation & Application o Inspect sandblasting, priming, and topcoat applications for interior and exterior. o Confirm compliance with standards in the construction plans for corrosion protection. o Monitor coating cure times and thickness. o Verify compliance with all other specifications outlined in the construction plans for this phase. o Coating Integrity Testing o Conduct testing for coating defects. o Verify final finish and adhesion strength before filling the tank. o Verify compliance with all other specifications outlined in the construction plans for this phase. D. Mechanical, Piping & ARWA Connection o Piping System Inspection o Ensure proper installation of inlet, outlet, overflow, and drainpipes. o Verify all flange connections, gaskets, valves, and fittings are installed correctly. o Confirm that piping complies with the specified standards as outlined in the construction plans. o Verify compliance with all other specifications outlined in the construction plans for this phase. o ARWA Transmission Connection o Inspect the connection point to ARWA's system, including: Isolation valves to control flow. Flow measurement devices (meters, pressure sensors, etc.). Pump and pressure regulating systems. o Confirm seamless integration with CLSUD's existing distribution network. o Verify compliance with all other specifications outlined in the construction plans for this phase. o Pressure Testing & Leak Detection o Perform hydrostatic testing at system operating pressures. o Verify no leaks or pressure loss per industry standards. o Verify compliance with all other specifications outlined in the construction plans for this phase. E. Electrical, SCADA & Instrumentation o Electrical System Compliance o Inspect grounding, conduits, transformers, and panel installations. o Verify compliance with all other specifications outlined in the construction plans for this phase o SCADA & Remote Monitoring Integration o Ensure proper installation of level sensors, flow meters, and control valves.
