The Town seeks to identify a firm who can demonstrate that they have the resources, experience, and qualifications to provide the required services. The selected firm may be asked to perform the following tasks: o Establish Project Management Team to coordinate various tasks, activities, and potential stakeholders' collaboration. o Analyze current stormwater funding methods and needs, determine how a utility fee may impact the Town's residents and businesses, and compare the Town of Garner stormwater funding methods with peer communities of similar size and growth rates. o Determine capital needs for capital improvement projects (CIP) related to stormwater and stormwater infrastructure and for MS4 compliance needed over a five- or ten-year time frame. o Define the desired level of service for the stormwater enterprise fund. o Determine impervious surface areas of residential/commercial areas by collecting built upon area (BUA) data per parcel. o Establish the Equivalent Residence Unit (ERU) based on impervious surface area data. o Establish key financial objectives, create a financial model, project program revenues, project stormwater enterprise fund operating expenditures, consider exceptional or non-reoccurring events, incorporate capital outlay and debt assumptions, establish annual estimates of new revenue, and calculate the impacts on various types of customers at various equivalent fee levels. o Create a model that would project fund revenue based on proposed user rate assumptions, which would be calibrated to the projected revenue requirement established in the financial analysis. o Deliver a preliminary presentation that would include the overall purpose of creating a stormwater fund, outline the next steps, and answer comments and questions. o Present findings and recommendations, including, but not limited to, review of the Capital Improvement Plan, overview of the annual budget, revenue projections at various fee structures, billing options, answer comments and questions from staff, elected officials, and the public. o Create a billing structure and method. o Create a stormwater utility ordinance. o Assist with initial utility implementation.
