Site work and new construction of a civil project in Ball Ground, Georgia. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
The Project consists of: Furnishing labor, materials, and equipment for the construction of a new 26.5 MGD High Service Pump Station, its associated structure, piping, and appurtenances. The Project site is the Etowah Water Treatment Plant located at 583 Cokers Chapel Rd, Ball Ground, GA 30107 in Cherokee County. The deadline to ask questions is 3/14/2025 5:00 PM EST Estimate: $22 Million The work for this project shall include, but not be limited to: 1. Provide the materials, equipment, and incidentals required to make the project completely and fully operable. 2. Provide the labor, equipment, tools, and consumable supplies required for a complete project. 3. Provide the special tools, spare parts, lubricants, supplies, or other materials as indicated in the Contract Documents for the operation and maintenance of the project. Contractoris means and methods shall be implemented such that the existing plant shall remain in continuous satisfactory operation during the entire construction period except as absolutely required for the work. Work shall be so scheduled and conducted by Contractor such that it shall not reduce the quality of the plant finished water or other nuisances. In performing the Work shown and specified, Contractor shall plan and schedule the Work to meet all constraints outlined in this and other Sections. Contractor has the option of providing additional temporary facilities that can eliminate a constraint provided it is done without additional cost to the Owner, presents no safety hazards, and provided that all requirements of these Specifications are fulfilled. Contractor shall be responsible for coordinating all shutdowns with the Engineer. Contractor shall, whenever possible, combine discrete shutdown procedures into a single shutdown when the duration of the shutdowns or the Work requirements allow such combining to occur on a unit process or work area. The intent of combining procedures is to minimize the impacts upon plant operations and processes by limiting the number of shutdowns required. Contractor shall not shut-off or disconnect any operating system of the plant unless approved by the Engineer in writing. All plant equipment operations and shutdowns shall be executed by the Owner, unless otherwise noted. Contractor shall seal Owner operated gates and valves to prevent unnecessary leakage. After Contractoris Work has been completed, Contractor shall remove the seal to the satisfaction of the Engineer. Contractor shall refer to the Drawings and other Sections, for definition of the equipment, piping, material and appurtenances to be removed, turned over to the Owner and stored on site, or to become the property of Contractor and removed from the site. Contractor shall stage the work to maintain unobstructed access for emergency vehicles to all buildings, building Siamese connections, and fire hydrants. Submittals covered by these requirements include manufacturers' information, catalog data, shop drawings, test procedures, test results, samples, color charts and miscellaneous workrelated information. Submittals shall also include, but not be limited to, all mechanical, electrical and electronic equipment and systems, materials, reinforcing steel, fabricated items, and piping and conduit details. The Contractor shall furnish all drawings, specifications, descriptive data, certificates, samples, tests, methods, schedules, and manufacturer's installation and other instructions as specifically required in the contract documents to demonstrate fully that the materials and equipment to be furnished and the methods of work comply with the provisions and intent of the contract documents. A Critical Path Method (CPM) construction schedule shall be used to control the work of this Contract and to provide a definitive basis for determining job progress and payment to the Contractor. The construction schedule shall be prepared and updated by the General Contractor. All work shall be done in accordance with the established CPM schedule and the Contractor and his/her subcontractors shall be responsible for cooperating fully with the Engineer and the owner in effectively utilizing the CPM schedule. The CPM schedule to be prepared and submitted by the General Contractor shall consist of a CPM network (diagram of activities) and a computer-generated schedule (print-out) as specified herein. The format shall be the activity-on-node precedence network. The General Contractor shall develop his/her own outline of the work and prepare his/her proposed CPM schedule. The computer-based schedule shall be Primavera, P3e/c (or latest web-based version), no equal. A licensed copy of the software shall be provided by the Contractor to the Engineer for use in evaluating the schedule during construction. The Owner shall retain the software and license after the project is complete. This section contains requirements for the Contractor's performance in documenting testing work required under this contract. In addition, this section contains requirements for the Contractor's performance during performance testing of all equipment and systems provided under this contract. This section supplements but does not supersede specific testing requirements found elsewhere in the Specifications. This section contains requirements for the Contractor's performance during the commissioning of the structures, equipment and systems constructed and installed during the course of this contract. All commissioning work, as described in this section, shall be performed by the Contractor. This section contains requirements for training the Owner's personnel, by persons retained by the Contractor specifically for the purpose, in the proper operation and maintenance of the equipment and systems installed under this contract. Record Drawings refer to those documents maintained and annotated by the Contractor during construction and are defined as (1) a neatly and legibly marked set of Contract Drawings showing the final location of piping, equipment, electrical conduits, outlet boxes and cables; (2) specifications annotated with addenda and change order items, by section (3) change order documents; (4) submittals and product data; (5) field test data; (6) additional documents such as schedules, lists, drawings, and electrical and instrumentation diagrams included in the specifications; and (7) Contractor layout and installation drawings. Unless otherwise specified, record drawings shall be full size and maintained in a clean, dry, and legible condition. Record documents shall not be used for construction purposes and shall be available for review by the Engineer during normal working hours by the Contractor. At the completion of the work, prior to final payment, all record drawings shall be submitted to the Engineer. The record documents shall be maintained continuously. Prior to each request for partial progress payment, the Engineer will review record drawings with Contractor. Progress payment requests shall not be processed unless record drawings are current. Marking of the drawings shall be kept current and shall be done at the time the material and equipment are installed. Annotations to the record drawings shall be made with an erasable colored pencil conforming to the following color code: Additions n Red Deletions n Green Comments n Blue Dimensions n Graphite Legibly mark to record actual depths, horizontal and vertical location of underground raceways, cables, and appurtenances referenced to permanent surface improvements. The record drawings shall show field changes, changes by change order, changes by field order or other directive and details not on original contract drawings. The Owner reserves the right to alter the quantities and scope of work to be performed at any time when and as found necessary. The Contractor shall perform the work as altered, increased or decreased. Payment for such increased or decreased quantities and scope shall be made in accordance with specifications. No allowance will be made for any change in anticipated profits nor shall such changes be considered as waiving or invalidating any conditions or provisions of the Contract or Bonds. A. General: The Power System Studies: Short Circuit and Protective Device Coordination Study, Arc Flash Analysis, and Load Flow Study shall be provided by the Engineer for this project. Once the studies are complete, the Contractor shall be responsible for programming all devices - relays, power meters, breakers, etc. in the field per the requirements of the studies. B. The Contractor shall be responsible for installing the Arc Flash Labels on the electrical equipment. The arc flash labels shall be provided by the Engineer. A. Furnish and install pad-mounted transformer(s) as specified herein and as shown on the Drawings. B. The provisions of this Section shall apply to all pad-mounted transformers, except as indicated otherwise. A. This Specification section provides detailed control loop descriptions for the programming of the Process Control System by the Process Control Systems Integrator (PCSI).
